CITY OF SANTA MONICA CITY COUNCIL MINUTES SEPTEMBER 28, 1994 An adjourned meeting of the Santa Monica City Council was called to order by Mayor Abdo at 7:15 P.M. on Wednesday, September 28, 1994, in the Council Chambers. Roll Call: Present: Mayor Judy Abdo Councilmember Ken Genser Councilmember Robert T. Holbrook Councilmember Kelly Olsen Councilmember Paul Rosenstein Absent: Mayor Pro Tempore Antonio Vazquez Councilmember Asha Greenberg Also Present: City Manager John Jalili Deputy City Attorney Joseph Lawrence City Clerk Clarice E. Dykhouse Councilmember Holbrook led the assemblage in the Pledge of Allegiance to the Flag of the United States of America. Mayor Abdo moved to add Emergency Item 14-A at the end of the meeting. Second by Councilmember Genser. The motion was unanimously approved, Councilmembers Greenberg, Vazquez and City Attorney Moutrie were absent due to a conflict of interest regarding 9-A. 9-A: SUNSET PARK TRAFFIC PLANS: Presented was a continuation of the public hearing on the Sunset Park Traffic Plans and the recommendation to: (1) adopt a resolution certifying the Final Environmental Impact Report; (2) approve a traffic plan and mitigation measures; (3) direct staff to prepare a Statement of Overriding Considerations; and (4) adopt a resolution of intention to direct the Planning Commission to amend the Land Use and Circulation Element of the General Plan, if necessary. Members of the public Cheri Dickinson, Richard Dickinson, Marcella Saunders, Anthony Hodgin, Charles Hodgin, Emmalie Hodgin, Kathy Knight, Robert Blinick, William Finney, Judy Parkes, Jane Dempsey, Regula Ziegler, Mary Booth, Tom Early, Voravut Uttayaya, and John Ezell spoke in support of the Enclave Plan. Member of the public David Klass spoke in opposition to the Enclave Plan. Members of the public Eileen Hecht and Eric Parlee suggested that a compromise alternative plan be pursued utilizing the points of the various plans upon which there is agreement. Member of the public Tom Finn spoke in opposition to all proposed plans, particularly the Enclave Plan. Member of the public Tung-jim Koo Han suggested construction of an overpass over Lincoln Boulevard in order to reduce traffic. Member of the public Michael Hecht spoke in support of the parallel plan and in opposition to the Enclave Plan. Member of the public Joseph Webber discussed various elements of all the plans of which he is in favor. Member of the public Linda Webber pointed out traffic issues on 16th Street not addressed in the EIR. At 9:05 P.M., Council adjourned for a short recess. Council reconvened at 9:25 P.M. with all members present except Councilmembers Greenberg and Vasquez. Member of the public Paul Silvern urged Council to seek a meaningful compromise. Members of the public Jim Mulryan, Karen Campbell, and Gary Ur spoke in support of the Enclave Plan. Member of the public Brian Ouzounian spoke in support of the parallel plan. Mayor Abdo closed the public hearing at 9:37 P.M. Council asked questions for staff to research and respond at the meeting of October 5, 1994. Discussion was held. 14-A: POLICY/REMOVAL OF TREES FROM PUBLIC PROPERTY: Presented was the request of Mayor Abdo to discuss the current policy on the removal of trees from public property effective until a new tree ordinance is adopted in December. Council asked questions of staff. Discussion was held. Member of the public Mike Feinstein spoke in support of the implementation of a policy on the removal of trees from public property. Discussion was held. The remainder of this item was continued to the meeting of October 11, 1994. 15: PUBLIC INPUT: Member of the public John Lykes discussed a problem he has been having with his landlord with regard to damage to his building as a result of the recent earthquake. Member of the public Art Casillas reported on crime. ADJOURNMENT: At 10:37 P.M., the meeting was adjourned, in memory of Samuel E. F.
