                             OCTOBER 5, 1994

An adjourned meeting of the Santa Monica City Council was
called to order by Mayor Abdo at 6:43 P.M. on Wednesday,
October 5, 1994, in the Council Chambers.

CLOSED SESSION:  At 6:44 P.M., Council adjourned to Closed
Session for the purpose of a conference with legal counsel
regarding two cases of litigation:  

     1.   Heaton v. City of Santa Monica, LASC #025 529; 
     2.   Fuentes v. City of Santa Monica, USDC No. CV 94-4310;

and one case of anticipated litigation.

At 7:40 P.M., Council reconvened with all members present
except Councilmember Greenberg and Mayor Pro Tempore V zquez.

Councilmember Holbrook led the assemblage in the Pledge of
Allegiance to the Flag of the United States of America.  

9-A:  SUNSET PARK TRAFFIC PLANS (CONTINUED FROM SEPTEMBER 28,
1994):  Presented was a staff report discussing the revised
joint plan for the Sunset Park Traffic Plan, which is a
combination of the enclave, parallel, and hybrid plans, and the
recommendation to:  (1) adopt a resolution certifying the Final
Environmental Impact Report; (2) approve a traffic plan and
mitigation measures; (3) direct staff to prepare a Statement of
Overriding Considerations; and (4) adopt a resolution of
intention to direct the Planning Commission to amend the Land
Use and Circulation Element of the General Plan, if necessary. 
Council asked questions of staff.  Representatives of the
neighborhood groups, Richard Bloom and Eileen Hecht, expressed
their concerns.  At 8:50 P.M., Council adjourned for a short
recess.  Council reconvened at 9:26 P.M. with all members
present except Councilmembers Greenberg and V zquez.  Council
asked questions of staff.  Representatives of the neighborhood
groups, Richard Bloom and Eileen Hecht, stated their support of
the proposal presented by staff.  Council asked questions of
the representatives.  Councilmember Holbrook moved to approve
the Sunset Park Neighborhood Traffic Plan as titled "Joint
Plan" this evening.  Second by Councilmember Rosenstein. 
Councilmember Genser moved to amend the motion as follows:  1)
direct staff to make the improvements that are outlined for
Airport Avenue; 2) direct staff to prepare the ordinance
required to eliminate 28th Street in this area as a truck
route; 3) ask staff to work with neighborhood groups and
immediate neighbors to see if there should be additional stop
signs on 23rd Street between Ocean Park Boulevard and the south
city limits, and if there should be an additional stop sign or
other measures on Marine Street in the vicinity of Prospect
Avenue; 4) ask staff to work with neighborhood groups to refine
the nature of the measures to ensure that there is no through
traffic on 28th Street entering the Airport Business Park at
28th and also to solidify the current restrictions from the
28th Street exit from the business park so that traffic cannot
enter the residential neighborhood at 28th Street; 5) to
declare an initial trial period of six months and allow for
adjustments and minor modifications for any unanticipated
impacts; and 6) ask staff, working with neighborhood groups, to
meet with the college to determine a possible reconfiguration
to keep as much access to and from the college as possible via
Pico Boulevard.  The motion was accepted as friendly.  The main
motion was trailed until after action was taken on the EIR.  

Councilmember Holbrook moved to approve the EIR as presented. 
Second by Councilmember Olsen.  The motion was approved by the
following vote:

                              Olsen, Rosenstein, Mayor Abdo

          Absent:   Councilmembers Greenberg, V zquez

By virtue of the above action, Resolution No. 8821(CCS)
entitled:  "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA CERTIFYING THE ENVIRONMENTAL IMPACT REPORT ON THE
SUNSET PARK NEIGHBORHOOD TRAFFIC PLAN," was adopted, reading by
title only and waiving further reading thereof.

Discussion was held.  

The main motion, as amended, was returned to the table.  Mayor
Abdo moved to amend the motion to encourage that there be
outreach to those streets that were not formally recognized as
part of the neighborhood process and staff and the working
group make an effort to do outreach to bring them into the
process and help them understand the plan.  The motion was
accepted as friendly.  Council asked questions of staff.  The
motion, as amended, and adoption of Resolution No. 8822(CCS)
entitled:  "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA RECOMMENDING THAT THE CITY COUNCIL DIRECT THE
PLANNING COMMISSION TO AMEND THE LAND USE AND CIRCULATION
ELEMENT OF THE CITY OF SANTA MONICA GENERAL PLAN," reading by
title only and waiving further reading thereof, were approved
by the following vote:

Council vote:  Affirmative:   Councilmembers Genser, Holbrook,
                              Olsen, Rosenstein, Mayor Abdo

          Absent:   Councilmembers Greenberg, V zquez

At 10:10 P.M., Council adjourned for a short recess.  Council
reconvened at 10:22 P.M., with all members present except
Councilmembers Greenberg and V zquez.  

City Attorney Moutrie returned to the dias at 10:22 P.M.

9-B:  CLOSED SESSION:  Held at end of meeting.

14-A:  AMENDMENT/PARK CLOSURE ORDINANCE:  Presented was the
request of Councilmembers Olsen and Rosenstein to discuss
directing the City Attorney to draft an amendment to the Park
Closure Ordinance, Santa Monica Municipal Code Section
4.08.091, to include the City Hall and Civic Auditorium. 
Members of the public Ron Taylor, Janet Bregar, Crystal Bell,
Norm Colbert, Jerry Rubin, MariElena Brown, James Daly, Beloved
Quail, Len Doucette, Mary Booth, Paul Freese, Christian
Schoentag, Nelson Jervis, Bunny McLean, and Nicolas Marinez
spoke in opposition to an amendment to the Park Closure
Ordinance to include the City Hall and Civic Auditorium. 
Council asked questions of staff.  

Councilmember Olsen moved to direct the City Attorney to return
with an ordinance or other recommendation dealing with issues
of the City Hall and Civic Auditorium areas with regard to
their relationship with the Park Closure Ordinance.  Second by
Councilmember Rosenstein.  Discussion was held.  The motion was
approved by the following vote:

Council vote:  Affirmative:   Councilmembers Genser, Holbrook,
                              Olsen, Rosenstein

          Negative: Mayor Abdo

          Absent:   Councilmembers Greenberg, V zquez

15:  PUBLIC INPUT:  Members of the public Ron Taylor and
Beloved Quail discussed the problems of homelessness.  Member
of the public Art Casillas reported on crime.

9-B:  CLOSED SESSION:  Councilmember Holbrook moved to approve
settlement in the case of Heaton v. City of Santa Monica, LASC
#025 529, in the amount of $21,500.  Second by Councilmember
Rosenstein.  The motion was approved by the following vote:

Council vote:  Affirmative:   Councilmembers Rosenstein, Olsen,
                              Holbrook, Genser, Mayor Abdo

          Absent:   Councilmembers Greenberg, V zquez

Councilmember Holbrook moved to approve satisfaction of a
judgement in the amount of $51,300 in the case of Fuentes v.
City of Santa Monica, USDC No. CV 94-4310.  Second by
Councilmember Olsen.  The motion was approved by the following
vote:

Council vote:  Affirmative:   Councilmembers Rosenstein, Olsen,
                              Holbrook, Genser, Mayor Abdo

          Absent:   Councilmembers Greenberg, V zquez

ADJOURNMENT:  At 11:15 P.M., the meeting was adjourned to
October 11, 1994, at 6:30 P.M., in memory of Harriet Nelson.
