DECEMBER 6, 1994
An adjourned meeting of the Santa Monica City Council was
called to order by Mayor Abdo at 7:42 P.M. on Tuesday, December
6, 1994, in the Council Chambers.

Mayor Abdo led the assemblage in the Pledge of Allegiance to
the Flag of the United States of America.
Mayor Abdo read a letter from Councilmember Olsen regarding his
absence this evening due to a conflict arising when this
meeting was held on December 6th rather than the originally
scheduled date.
1: CERTIFICATION OF RESULTS/CONSOLIDATED GENERAL
ELECTION/NOVEMBER 8, 1994: Presented was the resolution for
adoption certifying the results of the Consolidated General
Election held November 8, 1994. Councilmember Holbrook moved
to adopt Resolution No. 8844(CCS) entitled: "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF SANTA MONICA RECITING THE FACT
OF THE CONSOLIDATED GENERAL ELECTION HELD ON NOVEMBER 8, 1994,
DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY
LAW," reading by title only and waiving further reading
thereof. Second by Councilmember Rosenstein. The motion was
approved by the following vote:

2: ADMINISTRATION OF OATH OF OFFICE/PRESENTATION OF
CERTIFICATE OF ELECTION/SANTA MONICA COLLEGE BOARD OF TRUSTEES:
City Clerk Dykhouse announced the newly-elected members of the
Santa Monica College Board of Trustees, presented the
Certificate of Election, and administered the Oath of Office
to:

3: ADMINISTRATION OF OATH OF OFFICE/PRESENTATION OF
CERTIFICATE OF ELECTION/SANTA MONICA-MALIBU UNIFIED SCHOOL
DISTRICT BOARD OF EDUCATION: City Clerk Dykhouse announced the
newly-elected members of the Santa Monica-Malibu Unified School
District Board of Education, presented the Certificate of
Election, and administered the Oath of Office to:

Control Board, presented the Certificate of Election, and
administered the Oath of Office to:

5: ADMINISTRATION OF OATH OF OFFICE/PRESENTATION OF
CERTIFICATE OF ELECTION/CITY COUNCIL: City Clerk Dykhouse
announced the newly-elected members of the City Council,
presented the Certificate of Election, and administered the
Oath of Office to:
Ruth Ebner
Robert T. Holbrook
Pamela O'Connor
The new councilmembers assumed their seats at the dais.
6: SELECTION OF MAYOR: Council asked questions of staff.
Mayor Abdo opened the floor to nominations for Mayor.
Councilmember Ebner nominated Robert Holbrook. Councilmember
O'Connor nominated Paul Rosenstein. There being no other
nominations, nominations were closed. On a call for the vote,
a majority was not recorded by the following vote:
Robert Holbrook - Councilmembers Ebner, Greenberg, Holbrook
Paul Rosenstein - Councilmembers Abdo, O'Connor, Rosenstein
Councilmember Genser abstained.
Mayor Abdo opened the floor to nominations for Mayor.
Councilmember Holbrook nominated Asha Greenberg. Councilmember
O'Connor nominated Ken Genser. Mayor Abdo nominated Paul
Rosenstein. There being no other nominations, nominations were
closed. On a call for the vote, a majority was not recorded by
the following vote:
Asha Greenberg - Councilmembers Ebner, Greenberg, Holbrook
Ken Genser - Councilmembers Genser, O'Connor
Paul Rosenstein - Councilmembers Abdo, Rosenstein
Mayor Abdo opened the floor to nominations for Mayor.
Councilmember O'Connor nominated Paul Rosenstein for the first
year of a split term and Ken Genser for the second year of a
split term. Mayor Abdo moved a substitute motion to not split
the term and elect the Mayor for a two-year term. Second by
Councilmember Rosenstein. Council asked questions of staff.
The motion failed by the following vote:
Council vote: Affirmative: Councilmembers Ebner, Rosenstein,
Mayor Abdo
Negative: Councilmembers Genser, Greenberg, Holbrook,
O'Connor
Mayor Abdo opened the floor to further nominations for Mayor.
Councilmember Greenberg nominated Robert Holbrook for the first
year of a split term and Paul Rosenstein for the second year of
a split term. Mayor Abdo nominated Paul Rosenstein for the
first year of a split term and Pamela O'Connor for the second
year of a split term. There being no other nominations,
nominations were closed. On a call for the vote, a majority
was not recorded by the following vote:
Rosenstein-Genser - Councilmembers Genser, O'Connor
Holbrook-Rosenstein - Councilmembers Ebner, Greenberg,
Holbrook
Rosenstein-O'Connor - No
Councilmembers Abdo and Rosenstein
abstained.
Mayor Abdo opened the floor to nominations for Mayor.
Councilmember Holbrook moved to table this item. Second by
Councilmember Ebner. The motion failed by the following vote:

Negative: Councilmembers Genser, Greenberg, O'Connor,
Rosenstein, Mayor Abdo
Mayor Abdo opened the floor to nominations for Mayor.
Councilmember O'Connor nominated Paul Rosenstein. There being
no other nominations, nominations were closed. On a call for
the vote, a majority was not recorded by the following vote:
Rosenstein - Councilmembers O'Connor, Rosenstein, Mayor Abdo
Councilmember Ebner voted "no."
Councilmembers Genser, Greenberg, and Holbrook
abstained.

Councilmember Holbrook nominated Asha Greenberg for the first
year of a split term and Paul Rosenstein for the second year of
a split term. Mayor Abdo nominated Paul Rosenstein for a two-
year term. There being no other nominations, nominations were
closed. On a call for the vote, a majority was not recorded by
the following vote:

Rosenstein - Councilmembers O'Connor, Rosenstein,

Councilmember Genser abstained.
Mayor Abdo opened the floor to nominations for Mayor.
Councilmember Greenberg moved to table this item. Second by
Councilmember Ebner. The motion failed by the following vote:
Council vote: Affirmative: Councilmembers Ebner, Greenberg,
Holbrook
Negative: Councilmembers Genser, O'Connor,
Rosenstein, Mayor Abdo
Discussion was held. Councilmember Rosenstein moved to table
this item. Second by Councilmember Greenberg. The motion was
approved by the following vote:
Council vote: Affirmative: Councilmembers Ebner, Greenberg,
Holbrook, Rosenstein, Mayor Abdo
Negative: Councilmembers Genser, O'Connor
7: SELECTION OF MAYOR PRO TEMPORE: Mayor Abdo moved to not
elect a mayor pro tempore until after a mayor has been elected.
Second by Councilmember Greenberg. The motion was unanimously
approved.
8: RECOGNITION/JUDY ABDO/OUTGOING COUNCILMEMBERS: Former
Mayor Pro Tempore V zquez read a proclamation and presented a
gift to Mayor Abdo in recognition of her service as Mayor.
Mayor Abdo read a proclamation and presented a gift to former
Mayor Pro Tempore V zquez. Former Mayor Pro Tempore addressed
the assemblage. Mayor Abdo spoke in appreciation of former
Councilmember Olsen.
PUBLIC INPUT: Member of the public John Jurenka discussed
privatization of City services.
ADJOURNMENT: At 8:38 P.M., the meeting was adjourned to
Tuesday, December 13, 1994, in memory of Elizabeth Glaser.
