SUBJECT: Resolution Approving the City's Application for a State
of California 1994 Certified Local Government Grant for
the Update of the Santa Monica Historic Resources
Inventory
INTRODUCTION
This report recommends that the City Council approve a resolution
authorizing the City to file an application for 1994 California
Certified Local Government (CLG) Grant funds for the update of
the City Historic Resources Inventory. This resolution is
contained in Attachment A.
BACKGROUND
On March 10, 1992 the City Council approved by resolution the
City's admission into the California State Department of Parks
and Recreation Office of Historic Preservation Certified Local
Government Historic Preservation Program. The purpose of the
program is to allow local governments to participate in
California's statewide preservation program. The City of Santa
Monica was certified by the State Office of Historic Preservation
on June 9, 1992.
As a member of this program, the City is responsible for
maintaining a historic preservation commission, surveying local
historic properties, enforcing state or local preservation laws,
and to provide public participation in the local preservation
program.
The City is eligible to apply to the State for grant funds that
may be used for additional survey work, National Register
nominations, historical preservation activities, and training and
educational programs.
GRANT APPLICATION
The state has a total of $125,000 available for local grants.
This amount is to be divided among all Cities applying for grant
funds.
Staff has prepared an application requesting $18,720 from the
State to update the City Historic Resources Inventory to account
for earthquake damaged buildings in the City. The grant requires
that the City provide 40% matching funds which would total
$12,950. The 40% required by the City will be made up from in-
kind services including time associated with staffing the
Landmarks Commission. The in-kind match, therefore, does not
require additional City funds or staffing. The City Historic
Resources Inventory Update project must be performed during the
grant period of October 1, 1994 through August 31, 1995.
BUDGET/FINANCIAL IMPACT
If approved by the State, the grant will provide $18,720 for the
update of the City Historic Resources Inventory and appropriate
revenue and expenditure budget charges to recognize this revenue
and authorized expenditures will be made as part of the FY
1994/95 proposed budget or FY 1993/94 year end budget report.
The total of $12,950 matching requirement is based on existing
staffing services to the Landmarks Commission.
RECOMMENDATION
It is recommended that the City Council approve the attached
resolution for funding the update of the City Historic Resources
Inventory.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA
APPROVING AN APPLICATION TO THE DEPARTMENT OF
PARKS AND RECREATION OF THE STATE OF CALIFORNIA
FOR MATCHING FUNDS UNDER THE NATIONAL HISTORIC
PRESERVATION GRANTS-IN-AID PROGRAM
WHEREAS, the Congress of the United States has
authorized under Public Law 89-665 the establishment of the
National Historic Preservation Grants-in-Aid Program
(hereinafter, "NHP Grants Program"), providing matching funds to
the State of California and its eligible subdivisions for
historic preservation survey, registration, and planning; and
WHEREAS, under Federal law the Department of Parks and
Recreation of the State of California (hereinafter, "the State
Department of Parks and Recreation") is responsible for the
administration of the NHP Grants Program within the State and for
establishing regulations and procedures governing applications by
local governments for local historic preservation programs; and
WHEREAS, the City of Santa Monica is a Certified Local
Government under the regulations and procedures established by
the State Department of Parks and Recreation and is eligible to
apply for and receive an NHP Grant for local historic
preservation programs; and
WHEREAS, the regulations and procedures established by
the State Department of Parks and Recreation require Certified
Local Government applicants for a NHP Grant to approve by
resolution any applications for matching funds and to certify the
availability of local matching funds prior to applying for a
Grant; and
WHEREAS, on February 14, 1994, the Landmarks Commission
of the City of Santa Monica recommended to the City Council
approval of an NHP Grant for the Historic Resources Inventory
Update Project;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. To approve the filing of an application for
a National Historic Preservation grant for the Historic Resources
Inventory Update Project; and
SECTION 2. To appoint the Director of the Land Use and
Transportation Management Department, or her authorized deputy,
as the agent to coordinate, process, and execute all contracts,
agreements, amendments and ancillary documents associated with
the National Historic Preservation Grant application.
SECTION 3. To agree that all required local matching
funds are available and shall be provided for the Historic
Resources Inventory Update Project.
SECTION 4. The City Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
