SUBJECT:  Recommendation to Award Bid to Furnish and Deliver  One
          new  80,000  pound  Gross  Combined Weight (GCW) Tandem
          Drive Truck Tractor, Bid #2480

Introduction

This report concerns award of bid to furnish and  deliver  one(1)
new  80,000  pound (GCW) Tandem Drive Truck Tractor for the Solid
Waste Division, General Services Department, in the total  amount
of $66,016.26, including applicable sales tax.

Background

In  response  to  published  Notices  Inviting  Bids   (published
January 19  and  20,  1994) to furnish and deliver one new 80,000
pound (GCW) Tandem Drive Truck Tractor in  accordance  with  City
specifications,  bids  were received and publicly opened and read
on February 7, 1994.  Proposal  forms  were  mailed  to  thirteen
vendors  and  notices  were  advertised  in  accordance with City
Charter and  Municipal  Code  provisions.   Five  proposals  were
received as follows:

This vehicle will be coupled to a 45-foot  Van  Trailer  to  haul
solid  waste  to  various landfills.  The purchase of this diesel
powered vehicle is consistent with the  City's  reduced  emission
fuel  policy.   It  is not required to use reduced emission fuels
because it is considered  a  specialty  vehicle.   All  specialty
vehicles  were  exempt  from  the  reduced  emission  fuel policy
because they could not be configured to accept a reduced emission
fuel.   Moreover,  this  vehicle  is  not  available in any other
alternate fuel types.

The bid submitted by Boerner Truck  Center  does  not  meet  City
specifications   because  it  does  not  meet  engine  or  torque
requirements.

Staff  has  evaluated  the  bid  submitted   by   Inland   Empire
White - GMC and finds that it meets City specifications.

Budget/Financial Impact

Fiscal Year 1993-94 appropriation authority for this purchase  is
in   the  Capital  Improvement  Program  Budget,  account  number
27-710-441-20094-8900-99005, "Refuse Vehicle Replacement."

Recommendation

Staff recommends Council reject  the  bid  submitted  by  Boerner
Truck  Center  which  was  non-responsive  and award Bid #2480 to
Inland Empire White - GMC in  the  total  amount  of  $66,016.26,
including applicable tax, as the lowest and best bidder.
