SUBJECT:   Award of Contract to Install Ceramic Tile Flooring
           for the Santa Monica Civic Auditorium East Wing
           (Committee Room and Hallways) 

Introduction

This report recommends that the City Council award a contract to
install ceramic tile flooring for the Santa Monica Civic
Auditorium East Wing (Committee Room and Hallways) to Premier
Tile & Marble Co., the lowest responsible bidder, in the amount
of $46,243.00.

Background

During the FY 1992-93 budget process, the City Council approved
funding to install ceramic tile flooring for the Santa Monica
Civic Auditorium East Wing (Committee Room and Hallways).  The
East Wing floor and hallway surface has deteriorated due to heavy
use.  The room is used extensively for holding community
meetings, for the administration of city exams, as the VIP area
for concerts and as exhibit space.  The current linoleum will be
replaced by a ceramic tile floor that is durable and can
withstand the weight of heavy equipment. 

A Notice Inviting Bids was published on April 22 and 25, 1994  in
The Outlook, as well as in four construction journals.  Bidding
documents were sent to six woman/minority business enterprise
associations.  Bidding packages were requested by four (4)
contractors.  The City Clerk's office received two (2) sealed
bids, which were publicly opened and read aloud on May 3, 1994 by
the Deputy City Clerk.

     The bid results were as follows:
     Premier Tile & Marble Co.                         $46,243.00
     Kim's Marble & Granite                            $50,000.00
                                  City Engineer's
Estimate.....$58,000.00

The lowest bidder, Premier Tile & Marble Co., supplied the City
with three (3) references and all references reported that the
contractor's work was satisfactory.  The State Contractors'
License Board verified that the Contractor's license is current,
active and in good standing.

Funds are available in CIP account number  32-740-621-20093-8900-
99364, "Replace E Wing Floor", in the amount of $55,500.00.

Recommendation

It is recommended that the City Council:

1.    Award a contract to install ceramic tile flooring for the
      Santa Monica Civic Auditorium East Wing (Committee Room
      and Hallways) to Premier Tile & Marble Co., the lowest
      responsible bidder, in the amount of $46,243.00.

2.    Authorize the City Engineer to issue any necessary change
      orders to complete additional work in conformance with the
      Administrative Instructions on change orders.
