SUBJECT:  Recommendation to Award Bid to Furnish and Deliver One
          (1) New CNG-Powered 20,000 Pound Gross Vehicle Weight
          Rated (GVWR) Low Profile Dump Truck, Bid #2487

Introduction

This report concerns award of bid to furnish and deliver one (1)
new CNG-powered 20,000 pound Gross Vehicle Weight Rated low
profile dump truck for the Parks and Sports Division, Community
and Cultural Services Department, in the total amount of
$40,532.05, including applicable sales tax.

Background

In response to published Notices Inviting Bids (published March
22 and 23, 1994) to furnish and deliver one (1) new CNG-powered,
20,000 pound gross vehicle weight rated low profile dump truck,
in accordance with City specifications, bids were received and
publicly opened and read on April 12, 1994.  Proposal forms were
mailed to fifteen vendors and notices were advertised in
accordance with City Charter and Municipal code provisions. 
Three proposals were received as follows:

This vehicle will be used in the maintenance program of the
City's Parks and Recreation facilities.  City specifications
requested bids for a CNG-powered vehicle.  All three bidders
submitted bids for a gasoline-powered vehicle which does not meet
specifications.

Only one bidder submitted a bid for a CNG-powered vehicle.  Staff
has evaluated the bid submitted by Carmenita Truck Center for a
CNG-powered vehicle and finds that it meets City specifications. 
This purchase is consistent with the City's Reduced Emission Fuel
Policy.

Budget/Financial Impact

Fiscal Year 1993-94 appropriation authority for this purchase is
in the  Parks and Sports Division, Community and Cultural
Services Department,  account number 01-400-511-00000-8806-00000. 

Recommendation


Staff recommends Council reject all gasoline-powered bids for
failing to meet City specifications.  It is recommended that the
award of Bid #2487 be made to Carmenita Truck Center for a CNG-
powered vehicle, in the amount of $40,532.05, including
applicable taxes, as the best bidder.
