SUBJECT:  Recommendation to Award Bid to Furnish and Deliver One
          (1) Industrial 1250 Brush Chipper, Bid #2488

Introduction

This report concerns award of bid to furnish and deliver one (1) 
Industrial 1250 Brush Chipper for the Parks and Sports Division,
Community and Cultural Services Department, in the total amount of
$21,144.63, including applicable sales tax.

Background

In response to published Notices Inviting Bids (published March 29
and 30, 1994) to furnish and deliver one (1) Industrial 1250 Brush
Chipper, in accordance with City specifications, bids were received
and publicly opened and read on April 14, 1994.  Proposal forms
were mailed to four  vendors and notices were advertised in
accordance with City Charter and Municipal code provisions.  Two
proposals were received as follows:

      VENDOR                                      DIESEL POWERED

Vermeer California, Inc.                          $21,144.63 
Valley Bob Cat, Inc.                              $22,949.00 

This chipper will be used to chip trees, limbs, palm fronds, and to
brush debris from City parks and streets.  The purchase of this
diesel powered vehicle is consistent with the City's reduced
emissions fuels policy.  This specialty vehicle was exempt from the
reduced emissions fuels policy because it could not be configured
to accept a reduced emissions fuel. 

Staff has evaluated the low bid submitted by Vermeer California,
Inc. and finds that it meets City specifications.

Budget/Financial Impact

Fiscal Year 1993-94 appropriation authority for this purchase is in
the  Capital Improvement Program Budget, "Tree Maintenance
Equipment Upgrade", account number 01-740-511-20094-8900-99514. 

Recommendation

It is recommended that the award of Bid #2488 be made to Vermeer
California Inc. in the total amount of $21,144.63, including
applicable tax, as the lowest and best bidder.
