SUBJECT: RECOMMENDATION TO APPROVE ALTERNATIVE ROUTE FOR ST.
JOHN'S HOSPITAL BOUNCING BACK PARADE
INTRODUCTION
This report recommends that the City Council approve a request
for a parade on a route other than the City's authorized parade
route (SMMC Section 4.08.580) for St. John's Hospital to be held
Saturday, September 24, 1994.
BACKGROUND
Since the devastation of the Northridge earthquake, St. John's
Hospital has been rebuilding sections of the facility to reopen
as soon as possible to serve the Santa Monica and surrounding
communities. The bouncing back parade is a community
participation celebration that marks the opening of the hospital
and welcomes back the families it has served.
DISCUSSION
Staff recommends the following alternative route be approved.
The parade will start at 11:00 am at 11th Street and Arizona
Avenue (Olympic High School). Participants will proceed east on
Arizona Avenue to 22nd Street (St. John's Hospital ) where the
parade will end. Once at St. John's, a family picnic will begin
with special awards, speeches, food and music by Billy Vera and
the Beaters.
The parade will consist of a marching band, trumpeters, a drum
and bugle corp., an elephant, several clowns, Santa Monica Boy
Scouts and Girl Scouts, a doctors drill team, a nurses drill
team, local dance and gym clubs, a rollerblade demonstration team
and in keeping with the bouncing back theme, basketballs,
volleyballs and tennis balls will be passed out to participants
to bounce the .7 mile distance. The Santa Monica Police
Department will provide all necessary traffic control and
security.
BUDGET/FINANCIAL IMPACT
St. John's Hospital will assume and pay all event costs,
including the cost for Police services, estimated at $4,400.
RECOMMENDATION
Staff recommends that the City Council approve the alternative
parade route for the St. John's Hospital Bouncing Back Parade to
be held September 24, 1994.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 24, 1994 ON
A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE
WHEREAS, pursuant to Section 4.08.580 of the Santa Monica
Municipal Code, the City Council may authorize a parade route as
set forth herein,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That on September 24, 1994 at 11:00 am
participants in the St. John's Hospital Bouncing Back Parade are
authorized to conduct a parade along the following route:
The parade will start at 11th Street and Arizona Avenue
(Olympic High School) and proceed east on Arizona
Avenue to 22nd Street (St. John's Hospital).
SECTION 2. Permission to conduct the parade is granted
upon the following conditions:
a. Parade units may not be brought to the staging area, the
corner of 11th Street and Arizona Avenue prior to Saturday,
September 24, 1994.
b. The necessary number of Police Officers, as recommended
by the Santa Monica Police Department, will be provided for crowd
and traffic control along the parade route at St. John's
Hospital's cost.
c. That any and all cost for bus rerouting, barricading and
coning of streets, posting of signs, and purchasing of parking
meters be assumed and paid by St. John's Hospital.
d. That St. John's Hospital shall provide a Certificate of
Insurance for One Million Dollars ($1,000,000) per individual
occurrence naming the City of Santa Monica, it's Council, boards
and commissions as additional insured.
e. That St. John's Hospital will notify all residents and
business two blocks west, east, north and south, as well as
along the parade route of the event and of alternate traffic
routes, after approval of the notification letter by the City.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in full force and effect.
