               Mid-Year budget revenue and expenditure changes.

               ACTION:   Adopted Mid-year Budget Resolution
                         Nos. 8866 (CCS), 8867 (CCS), 66 (HAS),
                         447 (RAS),  and 8868 (CCS).

       1995.

       ACTION: Approved minutes of February 14, 1995. 
               Continued minutes of February 7, 1995 to
               March 21, 1995.

6-B:   Ordinance for second reading and adoption amending Santa
       Monica Municipal Code Section 6.70.040 to modify the due
       dates for the reports and tax remittances required by
       the parking facility tax law, introduced on February 14,
       1995.

       ACTION: Adopted Ordinance No. 1789 (CCS).

6-C:   Ordinance for second reading and adoption amending
       Section 1 of Ordinance No. 1737 (CCS) regarding repair
       criteria and retrofitting standards for critical
       facilities and amending Santa Monica Municipal Code
       Section 8.04.230, introduced on February 21, 1995.

       ACTION: Adopted Ordinance No. 1790 (CCS).

6-D:   Resolution declaring the continuing existence of a local
       emergency.

       ACTION: Adopted Resolution No. 8870 (CCS).

6-E:   Resolution approving Final Subdivision Map for Tract No.
       50892 for a 10-unit Tenant-Participating Conversion
       project TPC-263 at 520 Strand Street.

       ACTION: Adopted Resolution No. 8871 (CCS).

6-F:   Resolution approving Final Subdivision Map for Tract No.
       51594 for a 9-unit Tenant-Participating Conversion
       project TPC-291 at 827 Bay Street.

       ACTION: Withdrawn at the request of staff.

6-G:   Resolution revising fees charged for sanitation, bin
       rental, and bin roll-out services for a used tire
       recycling drop-off center at the City Yards transfer
       station.

       ACTION: Adopted Resolution No. 8872 (CCS).

6-H:   Resolution adopting a rate order regarding additional
       refunds of basic services rates by Century Southwest
       Cable Television, Inc.

       ACTION: Adopted Resolution No. 8873 (CCS).

8.  ORDINANCES:  (Public discussion permitted on emergency
ordinances and ordinances for introduction and first reading. 
No public discussion is permitted on ordinances for second
reading and adoption.)

8-A:   Ordinance for introduction and first reading adding
       Section 3.08.420 to the Santa Monica Municipal Code to
       establish preferential parking Zone DD in the area on
       24th, 25th and 26th Streets between Pico Boulevard and
       Pearl Street, and Pearl Street between Cloverfield
       Boulevard and 26th Street.  (Public hearing held on
       December 13, 1994.  Council discussion continued from
       December 13, 1994.)

       ACTION: Introduced ordinance for first reading, as
               amended.

8-B:   Ordinance for introduction and first reading amending
       the Zoning Ordinance to establish upper-level stepback
       requirements in the R2, R3, R4, and R3R Zoning
       Districts, and amending upper-level stepback
       requirements in the BR R3 Overlay District.

       ACTION: Introduced ordinance for first reading.

8-C:   Ordinance for introduction and first reading amending
       Santa Monica Municipal Code Sections 6.104.030,
       6.104.080, 6.104.110 and 6.104.170 relating to
       regulation of massage technicians.

       ACTION: Introduced ordinance for first reading, as
               amended.

9.  STAFF ADMINISTRATIVE ITEMS:  (Public discussion permitted.)

9-A:   Recommendation to conduct a hearing to consider staff
       recommended budget priorities and policies, receive
       public input and direct staff regarding preparation of
       the FY95-96 City budget.  Joint Meeting with the Housing
       Authority and Redevelopment Agency considered with this
       item.

       ACTION: Heard.

9-B:   Request for Closed Session.

       Conference with Legal Counsel:
          Existing Litigation:
          1.   Doucette, et al. vs. City of Santa Monica, USDC
               Case No. 95-1136.

       ACTION: Held.  No action taken.

10.  PUBLIC HEARINGS:  (Public discussion permitted.)

10-A:  Public hearing and recommendation to adopt resolution
       confirming assessment costs and the report of the
       Superintendent of Streets regarding repairs to damaged
       sidewalks, driveways, curbs and removal of damaged
       pavement in the parkway area on various city streets,
       continued from February 14, 1995.  (SR-95-191)

       ACTION: Adopted Resolution No. 8869 (CCS).

14.  COUNCILMEMBER DISCUSSION ITEMS:   (Public discussion
permitted.)

14-A:  Appointment of member to the Landmarks Commission for a
       term ending June 30, 1997.

       ACTION: Richard Scott Page was appointed to the
               Landmarks Commission for a term ending June
               30, 1997.

14-B:  Acceptance of letter of resignation from Ralph Mechur of
       the Planning Commission and authorization for the City
       Clerk to publish a Notice of Unscheduled Vacancy.

       ACTION: Accepted resignation with regret.

14-C:  Request of Councilmember Genser to declare the parks,
       beaches and adjacent areas as drug-free zones in
       conformance with Section 11308.5 of the Health and
       Safety Code.

       ACTION: Referred to staff.

14-D:  Request of Councilmembers Genser and Holbrook to discuss
       amending the Earthquake Recovery Ordinance.

       ACTION: Referred to staff.

14-E:  Request of Mayor Rosenstein and Councilmember Abdo to
       discuss creating a youth commission which would
       concentrate on child care and youth issues.

       ACTION: Referred to staff.

15.  PUBLIC INPUT:  (Public discussion permitted on items not
on the agenda that are within the subject matter jurisdiction
of the City.) 

       ACTION: Heard.  No action taken.
