ROLL CALL OF REDEVELOPMENT AGENCY

RA-1:  Approval of minutes of Redevelopment Agency from
       September 12, 1995.

       ACTION: Approved.

RA-2:  Recommendation to approve Redevelopment Agency Annual
       Report for FY 1994-95 and direct the Executive Director
       to transmit the report to the California Department of
       Housing and Community Development.

       ACTION: Approved.

ADJOURNMENT OF REDEVELOPMENT AGENCY

6-A:   Approval of City Council minutes of November 14, 1995.

       ACTION: Approved.

6-B:   Ordinance for second reading and adoption authorizing
       an amendment to the contract between the City of Santa
       Monica and the Board of Administration of the
       California Public Employees' Retirement System to
       provide Section 21382.4 Third Level of 1959 Survivor
       Benefits pursuant to Article 6 (commencing with Section
       21380) for Local Police Members only, introduced
       November 14, 1995.

6-C:   Resolution declaring the continuing existence of a
       local emergency (January 1994 Earthquake Damage).

6-D:   Recommendation to submit an application to the
       California Environmental Protection Agency to designate
       the City as the Certified Unified Program Agency; and,
       recommendation to authorize the City Manager to
       negotiate and execute a contract with the County of Los
       Angeles to support the City as a Participating Agency.

6-E:   Recommendation to receive and file the City's
       Comprehensive Annual Financial Report for FY 1994-95,
       as required by Section 1516 of the Santa Monica City
       Charter.

6-F:   Resolution regarding a rate order to establish the
       rates for Century Southwest Cable Television, Inc.'s
       "SmartBox" converter and "Universal" remote control
       device, and to order refunds of overpayments, if any,
       made for such equipment during the City's review
       period.

       ACTION: Withdrawn at the request of staff.

8.  ORDINANCES:  (Public discussion permitted on emergency
ordinances and ordinances for introduction and first reading. 
No public discussion is permitted on ordinances for second
reading and adoption.)

8-A:   Ordinance for second reading and adoption amending
       various provisions of the Zoning Ordinance related to
       general requirements, LMSD, NW overlay, R2B, and BR
       overlay property development standards, antenna
       regulations, service station standards, and variances,
       and adding a provision regarding regulatory incentives
       for the production of lower income and senior housing,
       introduced on November 28, 1995.

8-B:   Ordinance for second reading and adoption adopting the
       1994 Uniform Technical Codes and adopting the Santa
       Monica amendments to the 1994 Uniform Technical Codes
       including new standards for the inspection and repair
       of steel frame buildings, building permit terms, and
       technical amendments, introduced on November 28, 1995.

8-C:   Ordinance for second reading and adoption amending
       various sections of the Santa Monica Municipal Code to
       make technical adjustments and 7.18.040 and adding
       Sections 7.12.111, 7.12.112, and 7.12.070 relating to
       water and wastewater services and water conservation
       plumbing standards and to establish authority for a
       late payment fee for past due utility bills and a
       hydrant flow test fee, introduced on November 28, 1995.

9.  STAFF ADMINISTRATIVE ITEMS:  (Public discussion permitted.)

9-A:   Recommendation to adopt resolution to eliminate Marine
       Park as an off-leash site and to establish temporary
       off-leash sites at Palisades Park and Stewart Street
       Park, and, recommendation to direct staff to pursue
       Exposition Right-of-Way and Airport sites to determine
       feasibility for off-leash development; consideration of
       additional information regarding optional off-leash
       sites including Pacific Park ("Dog Groomers Park"),
       continued from November 28, 1995.  Public comment heard
       on November 28, 1995.
       Staff Report

       ACTION: Staff directed to proceed with Joslyn and
       Pacific Parks; adopted Resolution No. 8971 (CCS)
       eliminating Marine Park as an off-leash site, adding
       Pacific Park as an off-leash dog park and extending the
       hours at Joslyn Park to 7:30 a.m. through 8:30 p.m.
       weekdays, and 8:30 a.m. through 8:30 p.m., on weekends;
       and, if Joslyn Park is re-seeded, to be done in halves. 
       Evaluation of long-term solutions referred to staff and
       staff to return to Council by the second meeting in
       February 1996.

9-B:   Recommendation to direct City Attorney to prepare an
       ordinance clarifying the issue of  owner obligation to
       pay the cost of temporary accommodations to tenants
       displaced as a result of owner compliance with
       retrofitting obligations imposed by the potentially
       hazardous structures ordinance [Ordinance No. 1748
       (CCS)], continued from November 28, 1995.
       Staff Report

       ACTION: Option 3 approved, amended so that the cost
       property owners pay is the difference between the rent
       that the tenant was paying in the building being
       retrofitted and the rent being paid at the new
       location, and amended to include a mechanism to extend
       the time for the construction project because of
       unforseen delays.  Staff also to look at the mandated
       retrofit programs and report on problems or limitations
       relative to funding issues.

9-C:   Recommendation to approve the City's new street name
       signs and the Citywide graphic identity program.

       owners for the reconstruction of 4th Court between
       Colorado Avenue and Broadway, and 9th Court between
       Olympic Boulevard and 476' North of Olympic Boulevard;
       and, recommendation to adopt resolution confirming the
       assessment costs.

       ACTION: Public hearing held; adopted Resolution No.
               8972 (CCS).

10-B:  Public hearing for the formation of an assessment
       district for construction and repair of damaged
       concrete gutters and sidewalks, for resurfacing
       streets, improving alleys and for completing the
       appurtenant work at various city streets; to hear
       protests; and recommendation to adopt resolution
       ordering the commencement of work, in conjunction with
       the annual street resurfacing program.

11-A:  Recommendation to authorize staff to prepare a comment
       letter to the Federal Aviation Administration (FAA)
       supporting the termination of the Environmental Impact
       Study and the decommissioning of the proposed Localizer
       Directional Aid (LDA) instrument approach, as
       recommended by the Airport Commission.

11-B:  Request of the Commission on the Status of Women to
       present information regarding the Commission's
       accomplishments.

12-A:  Resolutions authorizing the City Manager to execute
       Memoranda of Understanding with the Management Team
       Associates (MTA), Municipal Employees Association
       (MEA), Public Attorneys Union (PAU), Santa Monica
       Police Officers Association (SMPOA) and Supervisors
       Team Associates (STA), and to amend the Executive Pay
       Plan.  (Considered after Closed Session.)

       ACTION: Continued to December 13, 1995.

14.  COUNCILMEMBER DISCUSSION ITEMS:   (Public discussion

14-A:  Appointments of members to Boards and Commissions,
       continued from November 28, 1995:

       Scheduled vacancy (Full terms):       Recreation & Parks
       Commission (1)

       Unscheduled vacancies (Resignations): Bayside District
       Corporation (2), Housing Commission (1)

       ACTION: Joel McLafferty was appointed to the
       Bayside District Corporation for an unexpired term
       ending June 30, 1996.  The remaining vacancy was
       continued pending an opinion from the City Attorney.  

       Appointment to the Housing Commission was continued to
       January 9, 1996.

       Thomas Mortensen was appointed to the Recreation and
       Parks Commission for a full term ending June 30, 1999.

14-B:  Authorization for City Clerk to publish a Notice of
       Vacancies for two new vacant positions on the Social
       Services Commission which will become effective
       December 21, 1995, 30 days after publication of
       Ordinance No. 1829 (CCS).

       ACTION: Approved.

14-C:  Request of Mayor Pro Tem Greenberg to discuss whether
       present housing loan policies are providing for the
       maximum number of affordable housing units to low and
       moderate income households.  It is also requested that
       the Council discuss the MERL Program, its progress to
       date and the length of time it is taking to process
       loans, continued from November 28, 1995.

       ACTION: Staff directed to prepare information
               reports and present to Council.

14-D:  Report from Mayor Rosenstein and Councilmember Holbrook
       regarding City/Santa Monica-Malibu Unified School
       District/Santa Monica College liaison committee; and,
       request to discuss directing staff to explore temporary
       use of City-owned property at Pico/Cloverfield for
       Santa Monica College parking.

       ACTION: Staff authorized to work with college to
       explore parking issues and assure that neighborhood
       input is a significant part in formulation of solution
       to parking problem and return with status report on
       development of the park.

15.  PUBLIC INPUT:  (Public discussion permitted only on items
