RA-2: Recommendation to approve Redevelopment Agency Annual
Report for FY 1994-95 and direct the Executive Director
to transmit the report to the California Department of
Housing and Community Development.

provide Section 21382.4 Third Level of 1959 Survivor
Benefits pursuant to Article 6 (commencing with Section
21380) for Local Police Members only, introduced
November 14, 1995.

8-A: Ordinance for second reading and adoption amending
various provisions of the Zoning Ordinance related to
general requirements, LMSD, NW overlay, R2B, and BR
overlay property development standards, antenna
regulations, service station standards, and variances,
and adding a provision regarding regulatory incentives
for the production of lower income and senior housing,
introduced on November 28, 1995.

8-B: Ordinance for second reading and adoption adopting the
1994 Uniform Technical Codes and adopting the Santa
Monica amendments to the 1994 Uniform Technical Codes

8-C: Ordinance for second reading and adoption amending
various sections of the Santa Monica Municipal Code to
make technical adjustments and 7.18.040 and adding

plumbing standards and to establish authority for a
late payment fee for past due utility bills and a
hydrant flow test fee, introduced on November 28, 1995.

9. STAFF ADMINISTRATIVE ITEMS: (Public discussion permitted.)
9-A: Recommendation to adopt resolution to eliminate Marine
Park as an off-leash site and to establish temporary
off-leash sites at Palisades Park and Stewart Street
Park, and, recommendation to direct staff to pursue
Exposition Right-of-Way and Airport sites to determine
feasibility for off-leash development; consideration of
additional information regarding optional off-leash
sites including Pacific Park ("Dog Groomers Park"),
continued from November 28, 1995. Public comment heard
on November 28, 1995.

ACTION: Staff directed to proceed with Joslyn and
Pacific Parks; adopted Resolution No. 8971 (CCS)
eliminating Marine Park as an off-leash site, adding
Pacific Park as an off-leash dog park and extending the
hours at Joslyn Park to 7:30 a.m. through 8:30 p.m.
weekdays, and 8:30 a.m. through 8:30 p.m., on weekends;
and, if Joslyn Park is re-seeded, to be done in halves.
Evaluation of long-term solutions referred to staff and
staff to return to Council by the second meeting in
February 1996.
9-B: Recommendation to direct City Attorney to prepare an
ordinance clarifying the issue of owner obligation to
pay the cost of temporary accommodations to tenants
displaced as a result of owner compliance with
retrofitting obligations imposed by the potentially
hazardous structures ordinance [Ordinance No. 1748
(CCS)], continued from November 28, 1995.

ACTION: Option 3 approved, amended so that the cost
property owners pay is the difference between the rent
that the tenant was paying in the building being
retrofitted and the rent being paid at the new
location, and amended to include a mechanism to extend
the time for the construction project because of
unforseen delays. Staff also to look at the mandated
retrofit programs and report on problems or limitations
relative to funding issues.
9-C: Recommendation to approve the City's new street name
signs and the Citywide graphic identity program.

and, recommendation to adopt resolution confirming the
assessment costs.

10-B: Public hearing for the formation of an assessment
district for construction and repair of damaged
concrete gutters and sidewalks, for resurfacing
streets, improving alleys and for completing the
appurtenant work at various city streets; to hear
protests; and recommendation to adopt resolution
ordering the commencement of work, in conjunction with
the annual street resurfacing program.

letter to the Federal Aviation Administration (FAA)

14-A: Appointments of members to Boards and Commissions,
continued from November 28, 1995:

Unscheduled vacancies (Resignations): Bayside District

ACTION: Joel McLafferty was appointed to the
Bayside District Corporation for an unexpired term
ending June 30, 1996. The remaining vacancy was
continued pending an opinion from the City Attorney.
Appointment to the Housing Commission was continued to
January 9, 1996.
Thomas Mortensen was appointed to the Recreation and
Parks Commission for a full term ending June 30, 1999.
14-B: Authorization for City Clerk to publish a Notice of
Vacancies for two new vacant positions on the Social
Services Commission which will become effective
December 21, 1995, 30 days after publication of
Ordinance No. 1829 (CCS).
ACTION: Approved.
14-C: Request of Mayor Pro Tem Greenberg to discuss whether
present housing loan policies are providing for the
maximum number of affordable housing units to low and
moderate income households. It is also requested that
the Council discuss the MERL Program, its progress to
date and the length of time it is taking to process
loans, continued from November 28, 1995.
ACTION: Staff directed to prepare information
reports and present to Council.
14-D: Report from Mayor Rosenstein and Councilmember Holbrook
regarding City/Santa Monica-Malibu Unified School
District/Santa Monica College liaison committee; and,
request to discuss directing staff to explore temporary
use of City-owned property at Pico/Cloverfield for
Santa Monica College parking.
ACTION: Staff authorized to work with college to
explore parking issues and assure that neighborhood
input is a significant part in formulation of solution
to parking problem and return with status report on
development of the park.
