CITY COUNCIL MINUTES
MARCH 7, 1995
A special meeting of the Santa Monica City Council was called
to order by Mayor Pro Tempore Greenberg at 7:38 P.M., on
Tuesday, March 7, 1995, in the Council Chambers.
Roll Call: Present: Mayor Paul Rosenstein
(arrived at 7:45 P.M.)
Mayor Pro Tempore Asha Greenberg
Councilmember Judy Abdo
Councilmember Ruth Ebner
Councilmember Ken Genser
Councilmember Robert T. Holbrook
(arrived at 8:35 P.M.)
Councilmember Pamela O'Connor
Also Present: City Manager John Jalili
Assistant City Manager Lynne Barrette
City Attorney Marsha Jones Moutrie
Councilmember O'Connor led the assemblage in the Pledge of
Allegiance to the Flag of the United States of America.
6. CONSENT CALENDAR: Presented was the Consent Calendar,
whereby all items are considered and approved in one motion
unless removed from the calendar for discussion. Councilmember
Abdo moved to approve the Consent Calendar reading resolutions
and ordinances by title only and waiving further reading
thereof. Second by Councilmember O'Connor. The motion was
approved by the following vote:
Council vote: Affirmative: Councilmembers O'Connor,
Greenberg, Genser, Ebner, Abdo
Absent: Councilmember Holbrook, Mayor Rosenstein
6-A: CITY COUNCIL MEETING OF MARCH 14, 1995: The
recommendation regarding the cancellation of City Council
meeting of March 14, 1995 due to the lack of a quorum was was
approved.
15: PUBLIC INPUT: Member of the public Joy Fullmer expressed
her concerns on various issues. Member of the public Robert
M. Moline discussed the concerns of residents of his
neighborhood regarding the impact of preferential parking along
24th Street between Pico Boulevard and Pearl Street. No action
was taken.
Mayor Rosenstein reported present at 7:45 P.M.
CLOSED SESSION: At 7:50 P.M., Council adjourned to Closed
Session for conference with Labor Negotiator with regard to the
Municipal Employees Association (MEA) and with Legal Counsel
with regard to pending litigation as follows:
1. Doucette, et al. v. City of Santa Monica,
regarding homeless residents,
and existing litigation as follows:
2. Santa Monica Housing Council v. City of Santa
Monica, LASC #SS005191.
No action was taken.
Councilmember Holbrook reported present at 8:35 P.M.
Councilmember Ebner was excused from the meeting at 8:45 P.M.
At 9:40 P.M., Council reconvened with all members present
except Councilmember Ebner.
ADJOURNMENT: At 9:40 P.M., the meeting was adjourned to
Tuesday, March 21, 1995, at 6:30 P.M.
