DECEMBER 13,1995
A regular continued meeting of the Santa Monica City Council was called to order by Mayor Rosenstein at
7:35 P.M., on Wednesday, December 13, 1995, in the Council Chambers.

Councilmember Holbrook led the assemblage in the Pledge of Allegiance to the Flag of the United States
of America.

11-A: COMMENT LETTER/FAA/TERMINATION OF ENVIRONMENTAL IMPACT
STUDY/DECOMMISSIONING LDA: Continued from the meeting of December 12,1995.
Jule Lamm, Airport Commissioner but speaking as an individual, spoke in support of the Commission's
recommendation. Member of the public, Jim Donaldson, spoke in support of the recommendation.
Members of the public Robert Newbold, Stan Sniderman and Kenneth Rubin spoke in opposition to the
recommendation. Councilmembers asked questions of staff. Discussion was held.
Information was received and filed. Due to ongoing activity at the federal level relative to this matter, it
was the consensus of Council to not take any action at this time.

Members of the public Chris Hoffman, Don Shea, and Jim Donaldson spoke regarding. various concerns.

On order of the Mayor, the City Council recessed, at 8:45 p.m., to the following closed sessions:

Employees Association; Public Attorneys Union; Santa Monica
Police Officers Association; and, Supervisors Team Associates
On order of the Mayor, the City Council reconvened from closed session at 11:15 p.m., with
Councilmember Ebner and Mayor Pro Tem Greenberg absent. The following action was taken relative to:

2. Santa Monica Housing Council- et al, v. Superior Court, , Case
Nos. USCA B074862 and
LASC SC-16169
Motion by Councilmember Holbrook, seconded by Mayor Rosenstein, to authorize payment by the City of a
sum not to exceed $650,000 for both cases listed above, in settlement of the attorneys' fees claims asserted
in the cases. The motion was unanimously approved with Councilmember Ebner and Mayor Pro Tem
Greenberg absent.
12-A: MEMORANDA OF UNDERSTANDING/EMPLOYEE GROUPS: The resolutions authorizing
the City Manager to execute Memoranda of Understanding with the Management Team Associates
(MTA), Municipal Employees Association (MEA), Public Attorneys Union (PAU), Santa Monica Police
Officers Association (SMPOA) and Supervisors Team Associates (STA), and to amend the Executive
Pay Plan were continued from the meeting of December 12, 1995.
Motion by Councilmember Holbrook, seconded by Councilmember O'Connor, to approve staff
recommendation as to the Management Team Associates. Motion unanimously carried.
Councilmember Ebner and Mayor Pro Tem Greenberg absent.
Motion by Councilmember Holbrook, seconded by Councilmember Abdo, to approve staff
recommendation as to the Municipal Employees Association. Motion unanimously- carried.
Councilmember Ebner and Mayor Pro Tem Greenberg absent.
Motion by Councilmember Holbrook, seconded by Councilmember O'Connor, to approve staff
recommendation as to the Public Attorneys Union. Motion unanimously carried. Councilmember
Ebner and Mayor Pro Tem Greenberg absent.
Motion by Councilmember Holbrook, seconded by Councilmember O'Connor, to approve staff
recommendation as to the Santa Monica Police Officers Association. Motion unanimously carried.
Councilmember Ebner and Mayor Pro Tem Greenberg absent.
Mayor Rosenstein stated, for the record, that the above contract is satisfactory, however, there was
not enough information on the fiduciary arrangements for the health benefit trust fund.
Motion by Councilmember O'Connor, seconded by Councilmember Holbrook, to approve staff
recommendation as to the Supervisors Team Associates.
Councilmember Ebner and Mayor Pro Tem Greenberg absent.
Motion unanimously carried.
Motion by Councilmember Holbrook, seconded by Councilmember O'Connor, to approve staff
recommendation as to the Executive Pay Plan. Motion unanimously carried. Councilmember
Ebner and Mayor Pro Tem Greenberg absent.
On order of the Mayor, the meeting of the City Council was adjourned at 11:23 p.m.
