SUBJECT:  Supplemental Information - Annual Street Resurfacing
          Program and Appurtenant Work




Staff recommends continuing this public hearing until February 13,
1996.  This will allow staff to comply with the new Government Code
Section 54954.6 requirements regarding notification and pre-hearing
meeting with affected property owners for all new assessment
districts.  The City Council is required to give affected property
owners at least 45 days public notice of the public hearing at
which the legislative body proposes to enact an assessment.  The
February 13, 1996 Council meeting will meet that requirement.  The
City Council also shall provide notice of the public meeting at the
same time and in the same document as the notice of the public
hearing, with the meeting occurring prior to the hearing.  The
meeting will be scheduled for January 24, 1996.

Staff will mail notices and inform property owners of both the
public meeting and public hearing, and will place a display
advertisement in The Outlook.  This display will be pursuant to
Section 6063 requirement and will inform all interested parties of
the time and place of the public meeting and the public hearing,
and will be placed at least 45 days prior to the public hearing.
