                      CITY COUNCIL MINUTES

                        DECEMBER 10, 1996


A regular adjourned meeting of the Santa Monica City Council
was called to order by Mayor Rosenstein at 6:45 p.m., on
Tuesday, December 10, 1996, in the Council Chambers.

Roll Call:     Present:    Mayor Paul Rosenstein

                           Councilmember Ruth Ebner
                           Councilmember Ken Genser
                           Councilmember Robert T. Holbrook
                           Councilmember Pamela O'Connor

                           City Attorney Marsha Jones Moutrie
                           City Clerk Maria M. Stewart

Councilmember Holbrook led the assemblage in the Pledge of
Allegiance to the Flag of the United States of America.

INSPIRATION: A moment of inspiration of provided by the Santa
Monica High School Marching Band.  

Mayor Rosenstein presented a commendation to the band in honor
of their accomplishments.

Mayor Rosenstein announced the purpose of this meeting was to
swear in newly elected officers for the School and College
Districts, the Rent Control Board, and the City Council.

1.  PUBLIC INPUT: Member of the public Joi Fullmer expressed
her concerns on various issues.  Member of the public Dan
Ehrler, speaking on behalf of the Chamber of Commerce,
congratulated everyone who participated in the election process
that brought everyone to the meeting this evening.  Member of
the public Jerry Rubin discussed the recent election and the
importance of renters' rights and affordable housing, the
environment, and public safety.

2-A: OFFICIAL CANVASS/OFFICIAL STATEMENT OF VOTES
CAST/ELECTION/ NOVEMBER 5, 1996: City Clerk Stewart reported on
the results of the Consolidated Municipal Election held on
November 5, 1996, for the Unified School District, the College
District, the Rent Control Board, the City Council, and for
Proposition EE, the public safety building measure.

Motion by Councilmember Abdo, seconded by Councilmember
Holbrook, to adopt Resolution No. 9107(CCS) entitled:
"RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
ACCEPTING THE LOS ANGELES COUNTY REGISTRAR RECORDER/COUNTY
CLERK'S OFFICIAL CANVASS AND OFFICIAL STATEMENT OF VOTES CAST
FOR THE CONSOLIDATED MUNICIPAL ELECTION HELD ON NOVEMBER 5,
1996, AND DECLARING THE RESULTS THEREOF," reading by title only
and waiving further reading thereof.  The motion was approved
by the following vote:

     Ayes:     Councilmembers Genser, Holbrook, Ebner,
               O'Connor, Abdo,
               Mayor Pro Tem Greenberg, Mayor Rosenstein
     Noes:     None
     Absent:   None

3: RECOGNITIONS AND PRESENTATIONS: 

Mayor Rosenstein read a commendation to Mayor Pro Tempore Asha
Greenberg in recognition of her dedicated service as Mayor Pro
Tempore and her extraordinary commitment to the citizens of
Santa Monica.

Mayor Pro Tempore Greenberg read a commendation to Mayor
Rosenstein in recognition of his dedication and leadership
during his term as Mayor.

Mayor Rosenstein recognized Ruth Gallanter, Los Angeles City
Councilmember, who presented a City of Los Angeles resolution
to outgoing Council Member Judy Abdo for her outstanding
service to the people of Santa Monica and West Hollywood.

Mayor Rosenstein recognized Ann Hiller, representing Senator
Tom Hayden, who presented a Certificate of Recognition to
Councilmember Judy Abdo in honor of her humanitarianism,
dedication, tenacity, and a job well done.

Mayor Rosenstein recognized Laurie Newman, representing the
Speaker Pro Tempore of the State of California, Assemblymember
Sheila Kuhl, who presented a resolution to Councilmember Judy
Abdo in recognition of her distinguished record of leadership,
and exemplary achievements.

Mayor Rosenstein recognized Eileen Lipson from the Women's
Caucus of Santa Monicans for Renters' Rights, who presented a
plaque to Councilmember Judy Abdo in recognition of her career
as a successful activist and councilmember.

Mayor Rosenstein acknowledged commendations to Councilmember
Abdo from the City of Beverly Hills, City of West Hollywood, 
and from U. S. Senator Barbara Boxer.

On behalf of the City Council, Mayor Rosenstein presented a
commendation to Councilmember Abdo in great appreciation of her
extraordinary dedication, leadership, and devotion to the City
of Santa Monica.

Councilmember Genser, Mayor Pro Tem Greenberg, Councilmember
Holbrook, Councilmember Ebner, Councilmember O'Connor, and
Mayor Rosenstein conveyed their appreciation of the many
accomplishments of Councilmember Abdo.

Councilmember Abdo addressed the assemblage and thanked staff
and various members of the community for their assistance
throughout her time as councilmember.

4: ADJOURNMENT OF COUNCIL AS CONSTITUTED: Mayor Rosenstein
adjourned the Council, as then constituted, and turned the
meeting over to City Clerk Stewart.

5: SWEARING IN OF NEW OFFICERS: City Clerk Stewart called the
meeting to order and announced that the oath of office would be
administered to all new officers.

5-A: SANTA MONICA COLLEGE BOARD OF TRUSTEES: The City Clerk
presented the Certificate of Election, and administered the
Oath of Office to:

                          Pat Nichelson
                          Ilona Jo Katz

5-B: SANTA MONICA-MALIBU UNIFIED SCHOOL DISTRICT BOARD MEMBERS: 
 The City Clerk presented the Certificate of Election, and
administered the Oath of Office to:

                         Dorothy Chapman
                            Todd Hess

5-C: RENT CONTROL BOARD: The City Clerk presented the
Certificate of Election, and administered the Oath of Office
to:

                           Lacy Goode
                        M. Douglas Willis

5-D: COUNCILMEMBERS: The City Clerk presented the Certificate
of Election, and administered the Oath of Office to:

                         Asha Greenberg
                        Michael Feinstein
                           Ken Genser
                         Paul Rosenstein

6: CALL TO ORDER: City Clerk Stewart called the newly
constituted City Council to order for roll call.
               Present:    Councilmember Ruth Ebner
                           Councilmember Michael Feinstein
                           Councilmember Ken Genser
                           Councilmember Asha Greenberg
                           Councilmember Robert T. Holbrook
                           Councilmember Pamela O'Connor
                           Councilmember Paul Rosenstein

6-B: ELECTION OF MAYOR AND MAYOR PRO TEM: City Clerk Stewart
opened the floor for nominations for the ensuing two years:

Motion by Councilmember Rosenstein, seconded by Councilmember
Greenberg, to nominate Councilmember O'Connor and Councilmember
Holbrook to serve split terms as Mayor and Mayor Pro Tem with
Councilmember O'Connor serving as Mayor and Councilmember
Holbrook serving as Mayor Pro Tem for the first year; the
following year Councilmember Holbrook would serve as Mayor and
Councilmember O'Connor would serve as Mayor Pro Tem.  
Substitute motion by Councilmember Feinstein, seconded by
Councilmember Genser, to appoint Councilmember O'Connor to the
position of Mayor for a term of two years.  The motion failed
by the following vote:

     Ayes:     Councilmembers Genser, O'Connor, Feinstein
     Abstain:  Councilmember Holbrook
     Noes:     Councilmembers Greenberg, Rosenstein, Ebner
     Absent:   None


The original motion was approved by the following vote:

     Ayes:     Councilmembers Greenberg, Holbrook, Rosenstein,
               Ebner, O'Connor, Feinstein
     Noes:     Councilmember Genser
     Absent:   None

6-C: REMARKS AND ACKNOWLEDGMENTS/COUNCILMEMBERS: Councilmember
Rosenstein, Councilmember Genser, Councilmember Greenberg,
Councilmember Feinstein, Mayor Pro Tem Holbrook, Councilmember
Ebner, and Mayor O'Connor commented on past accomplishments and
discussed future challenges.

6-F: PUBLIC COMMENT: Member of the public Joi Fullmer expressed
her concerns on various issues.  Member of the public John
Jurenka discussed Proposition EE.  Member of the public Ilona
Katz congratulated Council and encouraged everyone to work
together.

6-G: ADJOURNMENT:  At 8:15 p.m., the meeting was adjourned to a
special meeting to be held on Saturday, December 14, 1996, for
the purpose of discussing personnel matters.
