          CONSTITUTION DAY PARADE ON MAIN STREET

INTRODUCTION
The City's Event Management Team has received a request to
conduct a parade on a route other than the City's authorized
parade route (SMMC Section 4.08.580) for the 3rd annual U.S.
Constitution Day Parade to be held on Saturday, September 14,
1996.  The following report describes this event and recommends
approval of the alternate route with conditions established by
the Event Management Team. 

BACKGROUND
On January 30, 1996, the City's Event Management Team reviewed a
request to hold a parade on Main Street to celebrate the signing
of the U.S. Constitution.  The event organizers hope to promote
and instill the principles of the Constitution in youth.

Staging will begin at 8:00 a.m. and will take place in the area
that begins at Colorado and Main and ends at the "Chain Reaction"
sculpture north of the Civic Auditorium.  The parade will start
at 9:00 a.m. in front of the "Chain Reaction" sculpture and will
proceed south on Main Street crossing the southernmost City
limits into Venice.  The organizers plan a two hour parade from
start to finish, not including staging time.    

The U.S. Constitution Day Parade Committee has requested that the
City once again underwrite the costs for Police services.

DISCUSSION
A parade on Main Street on a Saturday morning will have a
significant impact on the public transportation system and
transit-dependent citizens.  Four Santa Monica bus lines and one
MTA line are impacted by the parade route request.  Approximately
53 Santa Monica bus trips will be affected.  Lines running on
Main Street can be moved to Neilson Way, although transit riders
living east of Main Street may have difficulty accessing buses
during the parade.  Lines crossing Main at Pico and Hill, two
buses every 15 minutes at each intersection, will have to be
accommodated by breaking the parade as traffic arrives at the
intersections.  Although, Transportation officials have indicated
that this is an acceptable option, these delays may extend the
duration of the parade.

The Event Management Team recommends that the parade begin near
the Civic Auditorium and promptly proceed south, disbanding at or
before 11:00 a.m. at the Southern City limits and not including a
loop back to the Civic Auditorium.   It is not reasonable to
preclude or impede the normal business availability of the Civic
Auditorium to accommodate the Parade which has followed the
recommended route and procedure for the last two years.

BUDGET/FINANCIAL IMPACT
City costs for the requested route are estimated at $3,150.  
Adequate funds are available in department budgets to cover these
costs.  No additional appropriations are needed.

RECOMMENDATION
Staff recommends that the City Council approve the U.S.
Constitution Day Parade on September 14, 1996 on the route
described herein, requiring parade organizers to limit its
duration to two hours, including frequent traffic breaks for bus
crossing.

     A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
     AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 14, 1996 ON A
           ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE

     WHEREAS, pursuant to Section 4.08.580 of the Santa Monica
Municipal Code, the City Council may authorize a parade route as
set forth herein,
     NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

     SECTION 1.     That on September 14, 1996 at 9:00 a.m.
participants in the U.S. Constitution Day Parade are authorized
to conduct a parade along the following route:
     Staging at the "Chain Reaction" sculpture north of the Civic
Auditorium and proceeding south on Main Street crossing the
southernmost City limits where the parade will disband. 

     SECTION 2.     Permission to conduct the parade is granted
upon the following conditions:
     a.   That parade units may not be brought to the staging
area, Main Street between Colorado and the "Chain Reaction"
sculpture, prior to 8:00 a.m. on Saturday, September 14, 1996.
     b.   That amplified sound is not permitted before 8:00 a.m.
and all speakers on the reviewing stand must face the ocean.
     c.   That duration of the parade be limited to a maximum of
two hours, including frequent traffic breaks to allow buses and
other traffic to cross parade route.
     d.   That any service not provided by the City, such as
barricading and coning of streets and posting of directional
signs, be assumed and paid by the Organizers.
     e.   That organizers be responsible for posting "Temporary
No Parking" signs along the parade route at least 24 hours in
advance and removing them immediately following the parade.
     f.   That all litter, horse droppings, and directional signs
          be cleared from the
 streets and sidewalks within four hours of the close of the
parade.
     g.   That the parade disband at or beyond the Southern City
limits on Main Street and not continue or loop back into the
City. 
     h.   That an "Indemnity and Hold Harmless Agreement" be
executed and returned to the Events Office by August 30, 1996.
     i.   That if General Liability insurance is retained it will
name the City of Santa Monica, members of the City Council,
boards, commissions, officers, agents, employees, and volunteers
as additional insured.   

     SECTION 3.     The City Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in full force and effect.
