SUBJECT:  Resolution of the City Council Declaring Its Opposition
          to the California Civil Rights Initiative

INTRODUCTION 

At its meeting of July 9, 1996, the City Council directed City
Staff to prepare a resolution declaring its opposition to the
California Civil Rights Initiative.  In response to that request,
the attached resolution has been prepared and is being submitted
to the City Council for adoption.

RECOMMENDATION
It is respectfully recommended that the accompanying resolution
be adopted.
