SUBJECT:  Recommendation to Authorize the City Manager to
          Negotiate and Execute a Contract with Woodward-Clyde
          Consultants to Evaluate the Effectiveness of Catch
          Basin Retrofits for Reducing Pollutants from Entering
          the Santa Monica Bay


Introduction
This report recommends that the City Council authorize the City
Manager to negotiate and execute a professional services contract
with Woodward-Clyde Consultants to evaluate the effectiveness of
commercially-available catch basin retrofits in various land use
conditions to reduce pollutants of concern from entering the
Santa Monica Bay in an amount not to exceed $261,000.  This study
is sponsored by sixteen (16) cities, agencies, and a private firm
(Chevron).  The City of Santa Monica  is the lead agency and
engineering staff will act as the project manager of the
evaluation study.

Background
On July 25, 1995, the City Council authorized the City Manager to
negotiate and execute a contract with the State Water Resources
Control Board, under the auspices of The Santa Monica Bay
Restoration Project (SMBRP) to accept a grant for the development
of a Municipal Storm Water/Urban Runoff Pilot Project.  As a
condition for receiving the $100,000 grant, the City of Santa
Monica was required to organize a consortium of cities, which,
together would contribute another $150,000 toward the project. 
The City Council appropriated $25,000 at the July 1995 meeting
and acknowledged its role as the lead agency responsible to the
SMBRP for project implementation.

By September of 1995, a Consortium was formed of the agencies
comprising the Ballona Creek Watershed, listed below:
     City of Culver City           City of El Segundo
     City of Hermosa Beach         City of Los Angeles
     City of Manhattan Beach       City of Palos Verdes Estates
     City of Rancho Palos Verdes   City of Redondo Beach
     City of Rolling Hills         City of Rolling Hills Estates
     City of Santa Monica          City of Torrance
     City of West Hollywood        County of Los Angeles

For the purpose of defining the technical criteria in the scope
of work and selecting the consultant, a committee of seven (7)
consortium members was appointed (Technical Committee).  RFQs
were requested in January 1996 and RFPs were solicited in
February 1996.  Presentations and interviews of four (4) firms
were conducted on March 21, 1996.  Woodward-Clyde Consultants was
selected as the prime consultant based on their previous
experience with storm drain projects, excellent references, and
flexible work plan.  They will be assisted by UCLA and Psomas and
Associates as subconsultants. Over the past two months, the
Technical Committee has worked with the Consultants to develop a
viable work plan and schedule which satisfies the majority of
interests represented by the 16 cities, agencies, and private
firm.  Funding from the various participants exceeded initial
projections by $11,000 for a total of $261,000.

Discussion
The overall purpose of this project is to provide information
government officials need to make sound decisions about the use
of  catch basins as elements in their local stormwater quality
control programs.  The Consultants will produce reports and
conduct workshops that will allow staff from participating
agencies to:  (1) better understand stormwater and urban runoff
dynamics, (2) understand how various types of catch basins and
retrofits work, (3) make better decisions about which catch basin
retrofits may be effective, and 4) determine the on-going
maintenance requirements for various options.  The study will
also examine the relationships between possible catch basin
retrofits and other stormwater Best Management Practices
(commonly known as BMPs) which are likely to be implemented.  The
proposed work is scheduled to begin at the end of July and take
approximately 18 months to complete. 

Budget/Financial Impact
Because of the additional contributions by the study participants
($11,000), it is requested that CIP expenditure account #20-760-402-20096-8900-99625 be increased by $11,000 to a new total of
$236,000.

Revenue totalling $236,000 from the Consortium members and the
SMBRP will be deposited in account #20-500-402-00000-0350-10000
"Catch Basin Monitoring Grant."  In FY 1995/96, $105,000 was
collected from Consortium members.  The remaining balance of
$131,000 will be received in FY 1996/97.  Since the FY 1996/97
adopted budget projected $70,000 in revenue, account #20-500-402-00000-0350-10000 must be increased by $61,000.  Most of the
Consortium members have already paid their portion of the project
cost.  The SMBRP will reimburse the City in an amount not
exceeding $100,000 upon submission of quarterly payment requests
summarizing the consultants' monthly invoices.

Recommendation
It is recommended that the City Council:
1)   Appropriate $11,000 to Account #20-760-402-20096-8900-99625
     to reflect receipt of additional project funds;
2)   Increase revenue budget in account #20-500-402-00000-0350-10000 by $61,000; and 
3)   Authorize the City Manager to negotiate and execute a
     professional services contract with Woodward-Clyde
     Consultants to evaluate the effectiveness of catch basin
     retrofits in an amount not to exceed $261,000.
