SUBJECT:  RECOMMENDATION TO APPROVE ALTERNATE ROUTE FOR SANTA
          MONICA POLICE DEPARTMENT'S CENTENNIAL PARADE ON OCEAN
          AVENUE TO MAIN STREET

INTRODUCTION
The City's Event Management Team has received a request from the
Santa Monica Police Department to conduct a parade on a route
that slightly deviates from the City's authorized parade route
(SMMC Section 4.08.580).  The following report describes this
event and recommends approval of the alternate route with
conditions established by the Event Management Team. 

BACKGROUND
On May 28, 1996, the City's Event Management Team reviewed a
request from the City's Police Department to hold a parade in
celebration of their centennial anniversary on Ocean Avenue to
Main Street on Sunday, August 4, 1996 from 10:00 - 11:30 a.m. 
Staging will begin at 8:00 a.m. and will take place on Ocean
Avenue from Adelaide to Arizona.  The parade will start at 10:00
a.m. at Arizona and Ocean and will proceed south on Ocean Avenue
to Colorado.  The route to this point follows the City's official
parade route.  The organizers are requesting permission to
continue the parade east on Colorado and then south on Main
Street to end at the Civic Auditorium.  The parade will last one
and a half hours from start to finish, not including staging
time.    

DISCUSSION
Three Santa Monica bus lines and four MTA lines are impacted by
the requested parade route.  Approximately 28 Santa Monica bus
trips will be affected.  Lines crossing Ocean at Colorado, two
buses every 20 minutes, will have to be accommodated by breaking
the parade as buses arrive at the intersection.   Transportation
officials have indicated that this is an acceptable option;
however  these delays may extend the duration of the parade.

BUDGET/FINANCIAL IMPACT
Adequate funds are available and arrangements have been made with
City departments to help cover parade costs.  No additional
appropriations are needed.

RECOMMENDATION
Staff recommends that the City Council approve the Police
Department's Centennial Parade on August 4, 1996 on the route
described herein, requiring parade organizers to limit its
duration to two hours, including frequent traffic breaks for bus
crossings.

     A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
     AUTHORIZING THE HOLDING OF A PARADE ON AUGUST 4, 1996 ON A
     ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE

     WHEREAS, pursuant to Section 4.08.580 of the Santa Monica
Municipal Code, the City Council may authorize a parade route as
set forth herein,
     NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

     SECTION 1.     That on August 4, 1996, from 10:00-11:30 a.m.
participants in the Santa Monica Police Department's Centennial
Parade are authorized to conduct a parade along the following
route:
     Staging on Ocean Avenue between Adelaide and Arizona (from
8:00-10:00 a.m.) and parade proceeding south on Ocean Avenue,
east on Colorado, and south on Main Street to the Civic
Auditorium. 

     SECTION 2.     Permission to conduct the parade is granted
upon the following conditions:
     a.   That parade units may not be brought to the staging
area, Ocean Avenue between Adelaide and Arizona, prior to 8:00
a.m. on Sunday, August 4, 1996.
     b.   That amplified sound is not permitted before 8:00 a.m.
and all speakers must face the ocean.
     c.   That duration of the parade be limited to a maximum of
two hours, including frequent traffic breaks to allow buses and
other traffic to cross parade route.
     d.   That any service not provided by the City, such as
barricading and coning of streets and posting of directional
signs, be assumed and paid by the organizers.
     e.   That organizers be responsible for posting "Temporary
No Parking" signs along the parade route at least 24 hours in
advance and removing them immediately following the parade.
     f.   That all litter, horse droppings, and directional signs
          be cleared from the
 streets and sidewalks within four hours of the close of the
parade.
     g.   That the parade disband at the Civic Auditorium. 
     
     SECTION 3.     The City Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in full force and effect.
