SUBJECT:  Recommendation to Award Bid to Provide Brake Service
          and Supplies for Passenger Cars and Light and Heavy
          Trucks, Bid #2578

Introduction
This report concerns an award of bid to provide brake service and
supplies for passenger cars and light and heavy trucks for the
Fleet Management Division, Environmental and Public Works
Management Department, at specified unit prices.  Projected
annual expenditure is $60,000.00.

Background
In response to published Notices Inviting Bids (published June 12
and 13, 1996) to provide brake service and supplies for passenger
cars and light and heavy trucks in accordance with City
specifications, bids were received and publicly opened and read
on June 28, 1996.  Proposal forms were mailed to four vendors and
notices were advertised in accordance with City Charter and
Municipal Code provisions.  Three proposals were received as
follows:

Labor Rate:    

The supplies and labor services will be used to replace worn
brake materials on City of Santa Monica vehicles.

The bids submitted by Morgan-Bundy Automotive Services and
Associated Truck and Brake Supply are non-responsive.  Morgan-Bundy Automotive Services cannot provide brake service and
supplies for light and heavy trucks.  Associated Truck and Brake
Supply cannot provide parts and services for any vehicle smaller
than a three-quarter (3/4) ton vehicle.

Staff has evaluated the bid submitted by Delmer's Precision Brake
Services and finds that it meets City specifications.

Budget/Financial Impact
Fiscal Year 1996-97 appropriation authority for this purchase is
in the Fleet Management Division, Environmental and Public Works
Management Department, account number 54-500-461-00000-2292-00000.

Recommendation
It is recommended that Council reject the bids submitted by
Morgan-Bundy Automotive Services and Associated Truck and Brake
Supply, as non-responsive, and award Bid #2578 to Delmer's
Precision Brake Company at specified unit prices, plus applicable
tax, as the lowest responsible bidder, with a one-year renewal
option.
