SUBJECT:  Recommendation to Provide Transfer of Refuse to
          Landfill Site and Authorize the City Manager to
          Negotiate and Execute a Contract with Southern
          California Disposal.

Introduction
This report concerns award of a contract to provide transfer of
refuse to a landfill site for the Solid Waste Division,
Environmental and Public Works Management Department, at
specified unit price, plus applicable sales tax.  The estimated
annual expenditure is $30,000.00

Background
In accordance with the County Health Department requirements, the
City of Santa Monica Transfer Station is required to have a
contingent transfer site.  The City's transfer station cannot
exceed 400 tons of refuse per day and excess tonnage must be
taken to an authorized transfer site.

City refuse trucks bring trash to the City's transfer site.  If
the transfer station compactor is inoperable, if one or more
transfer vehicles is inoperable, or if the maximum 400 ton per
day capacity has been met at the City site, drivers are routed to
the contingent transfer site.

Ordinance number 1743 (CCS), Section 5 paragraph 2.24.080 of the
Santa Monica Municipal Code allows exception to competitive
bidding when services are purchased from a sole source supplier.

Southern California Disposal's transfer station is located
approximately one block from the City owned site.  The next
nearest site is located in Gardena, increasing the cost of
transport considerably since our current fleet of refuse packers,
due to age and amount of use, are not suitable for freeway use. 
The cost of disposal at the Southern California Disposal site is
$38.90 per ton.

Staff has evaluated the quote and finds that it meets City
specifications.

Budget/Financial Impact
Fiscal Year 1996/97 appropriation authority for this purchase is
in the Solid Waste Division, Environmental and Public Works
Management Department, account number 27-500-441-00000-5507-00000. 

Recommendation
It is recommended that the City Manager be authorized to
negotiate and execute a contract with Southern California
Disposal at a specified unit price plus applicable sales tax.
