6.  CONSENT CALENDAR:  (Public discussion permitted.  All items

6-A: Resolution declaring the continuing existence of a local
     emergency (January 1994 Earthquake Damage).

     ACTION:   Approved Resolution No. 9140(CCS).
6-B: Recommendation to award Bid No. 2623 to Boerner Truck
     Center, in an amount not to exceed $140,613.07, to furnish
     and deliver one new all wheel drive 6x6 dump truck for the
     Beach Maintenance division, Environmental and Public Works
     Management Department.

6-C: Recommendation to award Bid No. 2616 to KME Fire Apparatus,
     for an amount not to exceed $648,395.85, to furnish and
     deliver one new tractor drawn aerial fire apparatus for the
     Fire Suppression and Rescue Division, Fire Department; and
     that all bids be rejected for the loose equipment.

6-D: Recommendation to Award Bid No. 2629 to Ingersol Rand
     Company, in an amount not to exceed $36,906.76, to furnish
     and deliver one new roller with 47" drum and trailer for the
     Street Maintenance Division, Environmental and Public Works
     Department.

6-E: Recommendation to authorize the City Manager to negotiate
     and execute an amendment  to Agreement No. 6043 with
     Converse Environmental West, in an amount not to exceed
     $54,235, for continued remediation activities at the Airport
     Administration Building.

6-F: Adoption of Resolution establishing salary rates for
     Business Assistant - Library, Database Administrator, GIS
     Analyst, Police Records Technician, and Video Intern

     ACTION:   Adopted Resolution No. 9141(CCS).

6-G: Adoption of resolution to approve the U.S. Constitution Day
     Parade scheduled for 
     September 20, 1997, on the route described in the staff
     report, requiring parade organizers to limit its duration to
     one hour.

6-H: Recommendation that Council confirm appointments to the
     Telecommunications Working Group which will participate in
     the preparation of a Telecommunications Master Plan.

8.  ORDINANCES:  (Public discussion permitted on emergency
ordinances and ordinances for introduction and first reading.  No
public discussion is permitted on ordinances for second reading
and adoption.)

8-A: Adoption and second reading of an ordinance amending Section
     9.04.08.38.050 and Section 9.04.08.38.090 of the Santa
     Monica Municipal Code regarding conditionally permitted uses
     and design standards applicable to parking facilities in the
     "A" Off-Street Parking Overlay District. (Introduced May 6,
     1997.)

     ACTION:   Adopted Ordinance No. 1878(CCS).

14.  COUNCILMEMBER DISCUSSION ITEMS: (Public discussion
permitted.)

14-A:     Request from Councilmember Feinstein to discuss the
          potential effects of global warming locally and to give
          direction to staff relative to this matter.

     ACTION:   Approved.


14-B:     Request of Councilmember Rosenstein and Mayor Pro Tem
          Holbrook to discuss directing staff to confer with the
          Santa Monica Unified School District administration to
          develop a plan to ensure that City funds directed to
          the school district will be utilized in schools located
          within the boundaries of the City of Santa Monica.

     ACTION:   Approved.  In addition, in consultation with
               Council and School District liasons, staff to
               produce an implementation plan and progress report
               by budget adoption session on June 24, 1997. Santa
               Monica officials also to meet with Malibu
               officials regarding support of the School
               District. 

14-C:     Appointment to an unscheduled vacancy on the Convention
          and Visitors Bureau (1) for a term ending June 30,
          1998.

     ACTION:   Continued to May 27, 1997.

15.  PUBLIC INPUT:  (Public comment is permitted only on items
not on the agenda that are within the subject matter jurisdiction
of the City.  Please note that State law prohibits the City

including issues raised under this agenda item.)
