6-B: Resolution declaring the continuing existence of a local
emergency (January 1994 Earthquake Damage).

6-C: Recommendation to waive competitive bidding procedures
and authorize the City Manager to negotiate on the open
market a three year contract for Farmers' Market

negotiate and execute an agreement with WilTel

6-G: Recommendation to authorize the City Manager to file the
Short Range Transit Plan Update for FY 1998-02 with the
Los Angeles County Metropolitan Transportation Authority

applications for funds made available by the LACMTA.

required provisions, on five affordable housing
projects, in the City's Agreement Imposing Restrictions
on Real Property, including language terminating all
covenants, conditions and restrictions in the event HUD
forecloses on the HUD deed of trust.

Section 3.12.350 which would unambiguously prohibit
sitting or lying on public sidewalks, lying on benches,
sitting on railings around the topiary statues and
sitting or lying on the foliage around the statues in
the Bayside District and on the Promenade Roadway.

10-A: Recommendation to hold a public hearing to receive
public input from affected property owners, and
recommendation to adopt a resolution confirming the
assessment costs for the FY 1995-96 Annual Street

City streets including the assessment of non-profit
organizations. (Continued from May 27, 1997.)

signed by residents of the neighborhood surrounding a

13-B: Letter from Lillibeth Navarro, of In-Home Supportive
Services, regarding funding for proposed educational
training of recipients and providers.

14. COUNCILMEMBER DISCUSSION ITEMS: (Public discussion

14-A: Acceptance of letter of resignation from Alan Toy from
the Social Services Commission, and authorization for
the City Clerk to publish a Notice of Vacancy.
ACTION: Approved.
14-B: Request of Mayor O'Connor and Councilmember Rosenstein
to direct staff to evaluate City of Los Angeles
Councilmember Feurer's gun and ammunition control
initiatives, including child safe locks, in comparison
to existing City of Santa Monica ordinances; and,
discussion of support for a regional approach to gun
violence.
ACTION: Approved.
14-C: Request of Councilmember Rosenstein to request Council
to authorize City staff to work with the Rent Control
Board staff on determining/establishing the City's role
in a plan for the early implementation, by the Rent
Control Board, of vacancy decontrol.
ACTION: Denied.
14-D: Request of Mayor O'Connor to use travel funds to attend
the U.S. Mayors Conference in San Francisco.
ACTION: Approved.
