6-A:   Approval of minutes of June 10, and June 17, 1997, City
       Council meetings.

       ACTION: Approved.

6-B:   Resolution declaring the continuing existence of a local
       emergency (January 1994 Earthquake Damage).

6-C:   Recommendation to approve Statement of Official Action
       for Appeal of the Approval of Final Mitigated Negative
       Declaration (IS 96-004); Text Amendment 97-001; Variance
       95-015; Conditional Use Permit 97-002 And Development
       Review 95-002 to permit construction of a 66-unit senior
       housing project and a public parking structure located
       at 1136-1144 Fourth Street.

6-D:   Adoption of resolution to receive the City's share of
       Earthquake Recovery Redevelopment Project Area Tax
       Increment Revenues and authorization to the City Manager
       to transmit the resolution to the Los Angeles County
       Auditor-Controller.

6-E:   Adoption of resolution to accept $90,000 in fund through
       the State Grant Assistance to Local Law Enforcement
       Agencies Project administered by the Department of
       Alcoholic Beverage Control to address problem alcohol
       sales establishments and alcohol-related crime, and
       authorization for the City Manager to execute the
       contract with the State.

6-F:   Recommendation to authorize the City manager to
       negotiate and execute a sole source contract with
       Hamilton, Rabinovitz, and Alschuler, in an amount not to
       exceed $98,740, for preparation of analyses related to
       modifications of the City's Inclusionary Housing
       Ordinance.

6-G:   Recommendation to direct the City Attorney to prepare
       ordinances to establish seven new preferential parking
       zones at various locations in the City and direct staff
       to conduct an environmental evaluation of the proposed
       zones.

6-H:   Recommendation to authorize the City Manager to
       negotiate and execute a contract with Dworsky
       Associates, in an amount not to exceed $3,240,000, to
       prepare design drawings and construction documents for
       the Public Safety Facility.

6-I:   Adoption of resolution to amend Resolution No. 9135 in
       order to allow the City Manager to appoint  a designee
       to execute and submit oil recycling and household
       hazardous waste grant documentation to the California
       Integrated Waste Management Board.

6-J:   Recommendation to contribute $5,000 to support the
       Summer Seminar sponsored by the Independent Cities
       Association (ICA).

8-A:   Introduction and first reading of an ordinance of the
       City of Santa Monica amending Article IX (the Zoning
       Ordinance) to add a definition of "incidental arts and
       entertainment uses" and establishing standards for such
       uses in the Main Street Commercial District.
       Staff Report

       ACTION: Directed staff to prepare interim Ordinance
               to allow existing Temporary Use Permits
               (TUP) or administratively approve extension
               of TUP.  Directed staff to return with new
               permit process linking permit to
               use/business not the land. 


8-B:   Introduction and first reading of an ordinance amending
       Santa Monica Municipal Code Section 4.08.370 relating to
       curfews.

               amendments.

9.  STAFF ADMINISTRATIVE ITEMS:  (Public discussion permitted.)

9-A:   Recommendation to discuss financial impacts of approved
       settlement agreement concerning MTBE contamination of
       the City's water supply and recommendation to consider
       rebates and/or reduction of water rate surcharge, and
       adoption of appropriate resolution.

13-A:  Request of James Tyler, Architect FAIA, to address the
       City Council regarding the Grigsby Automotive Site at
       401 Broadway in the City of Santa Monica.

       ACTION: Staff directed to process a text amendment
               to return to Council.
