4-A:   Proclamation declaring October, 1997, as "Work to End
       Domestic Violence Month" in the City of Santa Monica.

       ACTION: The Mayor presented the Proclamation.   

4-B:   Proclamation declaring October 21 through October 26,
       1997, as "Skate Against Violence" week in the City of
       Santa Monica.

       ACTION: The Mayor presented the Proclamation.   

STUDY SESSION

SS-1:  Study Session regarding conceptual alternative revisions
       to the City's Inclusionary Housing Program Guidelines
       (Ordinance No. 1615).

       ACTION: Continued to October 28, 1997.

6.  CONSENT CALENDAR:  (Public discussion permitted.  All items
will be considered and approved in one motion unless removed by
a Councilmember for discussion.)

6-A:   Approval of minutes of August 26, 1997, City Council
       meeting.  (Continued from September 23, 1997.)

6-B:   Approval of minutes of September 9, and September 16,
       1997, City Council meetings.

       ACTION: Approved.

6-C:   Resolution declaring the continuing existence of a local
       emergency (January 1994 Earthquake Damage).

6-D:   Second reading and adoption of an Ordinance of the City
       of Santa Monica amending Section 8.04.020.020 of the
       Municipal Code to eliminate the Electrical Appeals Board
       and the Plumbing and Mechanical Appeals Board. 
       (Introduced September 23, 1997.)

6-E:   Recommendation to authorize the City Manager to execute
       a General Services Agreement with the County of Los
       Angeles to provide services including, but not limited
       to, animal control, street maintenance, tract map
       checking, health services and engineering, for the
       period July 1, 1997 through June 30, 2002.

6-F:   Recommendation to authorize the City Manager to
       negotiate and execute an  amendment to extend the
       contract with the City of Los Angeles to continue
       diverting dry-weather low flow runoff from the Pico-
       Kenter storm drain into the sanitary sewer system,
       through October 31, 2000.

       ACTION: Approved amendment to Contract No. 5798
       (CCS).

6-G:   Recommendation to authorize the City Manager to
       negotiate and execute a contract with Selectron, Inc.,
       in an amount not to exceed $48,604, to furnish, install,
       train and provide staff support for an Interactive Voice
       Response System for building inspections.

       ACTION: Approved Contract No. 6808 (CCS).

6-H:   Recommendation to waive normal procedures for
       disposition of City property and donate used equipment
       purchased by the Neighborhood Support Center to Santa
       Monica neighborhood groups and to provide use of
       translating equipment and planning and agenda materials
       to these neighborhood groups at no charge.

6-I:   Recommendation to appoint members to serve on the
       Technical Advisory Committee for Phase 2 of the
       Sustainable Development Guidelines Project.

6-J :  Recommendation to authorize the City Manager to
       negotiate and execute a contract with Vahdani
       Construction, in an amount not to exceed $ 1,294,592, to
       complete earthquake and other permanent repairs to the
       Miles Playhouse, and, to authorize the City Manager to
       negotiate and execute an addendum to a professional
       services contract with the John Ash Group, in an amount
       not to exceed $26,000, for increased construction site
       observation and structural inspection during
       construction.

       ACTION: Approved Contract No. 6809 (CCS) and amend
               Contract No. 7066 (CCS).

6-K:   Recommendation to authorize the City Manager to
       negotiate and execute a contract with Alfa 26
       Construction Company, in an amount not to exceed
       $1,481,126, for constructing improvements to Parking
       Structures Nos. 1-6; and, recommendation to authorize
       the City Manager to negotiate and execute a contract
       with CMI Engineering Inspection, in an amount not to
       exceed $120,000, for management of the construction of
       the parking structure improvements.

7.  ADMINISTRATIVE PROCEEDINGS:

7-A:   Appeals 97-012 and 97-015 of Planning Commission
       Approval of Conditional Use Permit CUP 97-003 to allow
       the issuance of Type-47 (On-Sale General Eating Place),
       Type-66 (Controlled Access) and Type-68 (Portable Bar)
       alcohol licenses to be used in conjunction with the
       operation of an existing hotel located at 1910 Ocean
       Avenue, and recommendation to deny the appeals and
       uphold the Planning Commission's decision.

       ACTION: Approved as amended.

7-B:   Appeal 97-013 of Planning Commission Approval of
       Conditional Use Permit  97-008 to extend for eighteen
       months the rights granted by Conditional Use Permit 94-
       012 to allow a 127-space surface parking lot to be
       developed in the RVC District at 1828 Ocean Avenue, and
       recommendation to deny the appeal and uphold the
       Planning Commission's decision.

       persons, including vendors, displaying or distributing

8-B:   Introduction and first reading of an Ordinance of the
       City of Santa Monica amending Section 9.04.18.020(c)o
       allow the replacement of non-conforming architectural
       features which have been removed from any existing
       building which is designated as a City of Santa Monica
       Landmark or is listed on either the California Register
       of Historical Resources or the National Register of
       Historic Places.

14-A:  Request of Mayor Pro Tem Holbrook and Councilmember
       Rosenstein to reconsider the July 22, 1997 decision
       regarding appeal 97-001 of Planning Commission approval
       of Conditional Use Permit 96-023 to allow the addition
       of a fast-food restaurant with outdoor seating and a
       convenience store to an existing self-service gas
       station located at 1410 Pico Boulevard, relative to the
       existing 14th Street driveway.  Applicant/Appellant:
       Texaco Refining and Marketing Inc.  Note: If
       reconsideration is granted, the matter will be heard at
       the October 28, 1997, Council meeting.  (Continued from
       October 7, 1997.)

14-B:  Request of Mayor Pro Tem Holbrook to direct staff to
       purchase and install, in Council Chambers, an automatic
