       Daugherty, Drum Majors of the Santa Monica Viking
       Marching Band.

       ACTION:  The Mayor presented the commendations.

SPECIAL MEETING OF THE REDEVELOPMENT AGENCY:  (Public
discussion permitted.)

RA-1:  Redevelopment Agency Annual Report - approval of Annual
       Report for Fiscal Year 1996-1997 for the Redevelopment
       Agency of the City of Santa Monica, and direction to
       Executive Director to transmit the report to the
       Controller of the State of California.

       ACTION:  Approved.


5-A:   CONTINUED ITEMS:
       Appointments to boards and commissions for terms
       expiring June 30,1997, as follows: (Continued from
       December 9, 1997.)

       Airport Commission (1)
       Commission on the Status of Women (1) (Continued from
       September 23, 1997.)
       Housing Commission (1) 
       Los Angeles County West Vector Control (1)


       ACTION:  Darlene Evans was appointed to the Commission
       on the Status of Women for a term expiring June 30,
       2001; the appointments to the Airport Commission and the
       Housing Commission were continued to January 13, 1998,
       as a 5-item; and staff was directed to re-advertise the
       vacancy for the Los Angeles County West Vector Control
       Board and return to Council thereafter.

5-B:   Social Services Commission appointment to one
       unscheduled vacancy for a term ending June 30, 1998.
       (Continued from December 9, 1997.)

       ACTION:  Continued to January 13, 1998 as a 5-item.

5-C:   Pier Restoration Corporation appointments (5) to annual
       vacancies for two terms expiring November 8, 1999, and
       for three terms expiring November 6, 2000.  (Continued
       from November 11, 1997.)

       ACTION:  Continued to January 13, 1998 as a 5-item.

5-D:   Landmarks Commission appointment  to one unscheduled
       vacancy for a term ending June 30, 1998.  (Continued
       from December 9, 1997.)

       ACTION:  Continued to January 13, 1998 as a 5-item.

6.  CONSENT CALENDAR:  (Public discussion permitted.  All items
will be considered and approved in one motion unless removed by
a Councilmember for discussion.)

6-A:   Approval of minutes of November 11, 1997, regular and
       special City Council meetings.

       ACTION:  Minutes of the regular City Council meeting of
       November 11, 1997 were continued to January 13, 1998;
       minutes of the special City Council meeting of November
       11, 1997 were approved.

6-B:   Earthquake Recovery Resolution - resolution declaring
       the continuing existence of a local emergency (January
       1994 Earthquake Damage).

6-C:   Transmittal of Comprehensive Annual Financial Report for
       fiscal year ended June 30, 1997, and recommendation to
       receive and file.

       recommendation to approve the Statement of Official
       Action for appeal of the Planning Commission approval of
       Vesting Tentative Parcel Map 24847.

8.  ORDINANCES:  (Public discussion permitted on emergency
ordinances and ordinances for introduction and first reading. 
No public discussion is permitted on ordinances for second
reading and adoption.)

8-A:   Inclusionary Housing Program in-lieu fees ordinance and
       resolution - first reading and introduction of an
       ordinance of the City Council amending municipal code
       sections 9.28.030, 9.28.050, 9.28.060, and 9.28.070
       relating to the in-lieu fee requirements of the City's
       Inclusionary Housing Program, and adoption of resolution
       establishing the inclusionary unit base price for a
       moderate inclusionary unit. 
       Staff Report

       ACTION: Motion to approve staff recommendation failed. 
       Staff directed to return at its earliest convenience with
       various options which might be useful in addressing the
       problems related to current law that might more broadly
       take into effect having an interim ordinance that best
       furthers the goals of maintaining and providing
       affordable housing in the community.

8-B:   Pedestrian-Oriented Design Standards ordinance - first
       reading and introduction of an ordinance of the City
       Council amending Section 9.04.02.030.645 (definition of
       pedestrian orientation) and adding section
       9.04.10.02.440 relating to pedestrian oriented design
       standards and applying those design standards to
       property developed in the following districts: RVC
       Residential Visitor Commercial District, BCD Broadway
       Commercial District, BASCD Bayside Commercial District,
       C2 Neighborhood Commercial District, C3 Downtown
       Commercial District, C3-C Downtown Overlay District, C4
       Highway Commercial District, C6 Boulevard Commercial
       District and the CM Main Street Commercial District.

       ACTION:  Introduced ordinance for first reading, as
       amended.

8-C:   Moratorium on Subdivisions - adoption of emergency
       ordinance enacting a moratorium on subdivisions in the
       area bounded by Ocean Avenue, Seventh Street, Adelaide
       Drive, and Montana Avenue pending revisions to the
       Zoning Ordinance changing the minimum lot width from
       fifty feet to one hundred feet for a lot within the
       above-described area; and declaring the presence of an
       emergency.

       1892.

9.  STAFF ADMINISTRATIVE ITEMS:  (Public discussion permitted.)

9-A:   Off-Leash Dog Areas Report - recommendation to review a
       report for off-leash dog areas and additional
       enforcement needs citywide, and to direct staff to
       construct recommended design features at Joslyn and
       Pacific Street Parks and initiate recommended changes to
       off-leash area operations, enforcement and maintenance,
       including an appropriation of $13,934 for the pilot off-
       leash monitoring program at Joslyn Park.

13.  WRITTEN COMMUNICATIONS: (Public discussion permitted.)

13-A:  Homeless services - request of Jennafer Waggoner and
       David Bush to address the City Council regarding
       homelessness in Santa Monica. 

       ACTION: Continued to January 13, 1998.

14.  COUNCILMEMBER DISCUSSION ITEMS: (Public discussion
permitted.)

14-A:  Request of Mayor Holbrook to consider amnesty for
       parking meter violations during the holiday season, from
       December 19-26, 1997, including the three-hour parking
       limit at Santa Monica Place.

       ACTION:  Heard, no action taken.

14-B:  Request of Councilmember Feinstein to direct staff  to
       install and operate ISDN phone lines in Council Chambers
       and at the Ken Edwards Center, using the technology set-
       aside provided in the adoption of the 1997-1998 budget.

       ACTION:  No action taken.   

14-C:  Request of Councilmember Greenberg to direct staff to
       review the possibility of enacting an ordinance that
       would make it unlawful for any person to wilfully
       misrepresent their residence or circumstances regarding
       their residency on any  form submitted to the City of
       Santa Monica, the Santa Monica-Malibu Unified School
       District and the Santa Monica Community College
       District.

       ACTION: Continued to January 13, 1998.

15.  PUBLIC INPUT:  (Public comment is permitted only on items
not on the agenda that are within the subject matter
jurisdiction of the City.  Please note that State law prohibits
the City Council from taking any action on items not listed on
