SUBJECT:  Adoption of Resolution Establishing Salary Rates for
          Business Assistant - Library, Database Administrator,
          GIS Analyst, Police Records Technician and Video Intern

INTRODUCTION
This report requests adoption of the attached salary resolution
establishing salary rates for Business Assistant - Library,
Database Administrator, GIS Analyst, Police Records Technician
and Video Intern.  The Personnel Board has reviewed and approved
all of the new and revised classification specifications. All
positions contained in this staff report are currently budgeted
at the recommended salaries.

BACKGROUND
The Personnel Department periodically reviews job classifications
to ensure they reflect current duites and responsibilities. 
Recently, the classifications of Business Assistant - Library,
GIS Analyst, and Police Records Technician were revised to more
accurately reflect their current duties and responsibilitie. 
These positions were also retitled.  There will be no change in
the salary level established for each of the positions.

A reorganization in the Information Systems Division resulted in
the creation of a new classification titled Database
Administrator.  The salary recommended for this position  is
based on external labor market data and internal equity alignment
factors.

The temporary position classification specification of Video
Intern has been developed to properly reflect the job duties of
temporary staff assigned to work in the Cable Television
Division.  The salary recommendation is based on external and
internal equity alignment factors.

BUDGET/FINANCIAL IMPACT
Adoption of the attached salary resolution will have no financial
impact because recommended salary levels are consistent with
salary rates contained in the Fiscal Year 1996-97 budget.

RECOMMENDATIONS
It is recommended that the City Council adopt the attached salary
resolution establishing the new salary rates for Business
Assistant - Library, Database Administrator, GIS Analyst, Police
Records Technician and Video Intern. RESOLUTION NO.

           CLASSIFICATIONS AND ADOPTING SALARY RATES 
FOR ADMINISTRATIVE ANALYST - MERL, BUSINESS ASSISTANT - LIBRARY
             DATABASE ADMINISTRATOR, GIS ANALYST, 
           POLICE RECORDS TECHNICIAN AND VIDEO INTERN


THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS 

FOLLOWS:

     SECTION 1. The following monthly salary levels are hereby
established, effective January 1, 1997, for the indicated
permanent classifications:

BUSINESS ASSISTANT - LIBRARY  $3,815/Month E-Step
                              ($4,082/Month with PERS)

DATABASE ADMINISTRATOR        $5,150/Month E-Step
                              ($5,510/Month with PERS)

GIS ANALYST                   $5,150/Month E-Step
                              (5,510/Month with PERS)

POLICE RECORDS TECHNICIAN     $3,119/Month E-Step
                              ($3,337/Month with PERS)

     SECTION 2.  The following monthly salary level is hereby
established for the 

indicated temporary classification effective January 1, 1997:

     VIDEO INTERN                       $7.50/hr. A-Step    

     SECTION 3.  The City Clerk shall certify to the adoption of
this Resolution, and
thenceforth and thereafter the same shall be in full force and
effect.
