City Manager to Apply For Grant Funds From The
California Arts Council Local Arts Education
Partnership Program
INTRODUCTION
This report recommends that Council approve a resolution
authorizing the City Manager to apply for $20,000 in second year
grant funds from the California Arts Council Local Arts Education
Partnership Program to support further development and
implementation of a pilot program, the Santa Monica Arts
Education Project (SMAEP), by the City of Santa Monica Cultural
Affairs Division and the Santa Monica/Malibu Unified School
District.
BACKGROUND
The California Arts Council initiated a granting program in 1996
made possible by funds available from the Arts License Plate
enacted in 1995 through Senate Bill 1571. These grant funds are
available to local arts agencies in partnership with their local
school districts to develop and implement education programs in
the arts. The City of Santa Monica Cultural Affairs Division in
partnership with the Santa Monica-Malibu Unified School District
(SMMUSD) was one of twelve agencies to receive funding under
this program in FY 1996-97 and is eligible for $20,000 in FY
1997-98.
The purpose of the Santa Monica Arts Education Project (SMAEP) is
to create a long-range plan that promotes the arts as an integral
part of the core curriculum of every school in the SMMUSD by
using Santa Monica's wide array of community arts resources. The
need for such a program was identified in the original Santa
Monica Cultural Arts Master Plan updated in 1996: "The critical
need for arts education to be considered an integral component of
a well-rounded K-12 curriculum and as a tool to develop future
arts audiences has been a primary concern of both the original
Master Plan and Update cultural planning processes." The Master
Plan Update approved by City Council in July 1996 urges the Arts
Commission's Arts Education Committee and the SMMUSD "to create
and facilitate arts education programs that integrate schools,
arts organizations, Arts Commission, and community volunteers."
In addition, in 1993 the SMMUSD conducted its own survey and
inventory of visual, performing, and literary arts in the SMMUSD.
The results of the survey of arts education programs at each
school confirmed the needs delineated in the Cultural Arts Master
Plan.
The City has submitted a formal application to the California
Arts Council for second year funding. In order for this
application to be reviewed, a City Council resolution must be
received by June 1, 1997. The SMMUSD Board will consider a
similar resolution on May 22, 1997. The California Arts Council
is currently holding the application pending adoption of the
resolutions by the City Council and SMMUSD Board.
DISCUSSION
Since the California Arts Council award announcement last
October, the City and the SMMUSD have worked in partnership to
select a consultant to develop the SMAEP and with the assistance
of a steering committee based on criteria established by the
CAC. Upon completion, the final plan will be reviewed by the
Arts Commission and approved by the SMMUSD Board of Education and
the City Council.
If granted, second year funding for the Santa Monica Arts
Education Plan will support the completion of the plan by the
Fall of 1997 and development of a pilot program for five Santa
Monica Schools: Edison Elementary, Roosevelt Elementary, John
Adams Middle School, Lincoln Middle School, and Santa Monica High
School. Pilot sites were selected by the school district.
BUDGET AND FINANCIAL IMPACT
This grant program requires grantees to match their CAC request
with $3.00 of their own money for every $2.00 of CAC money.
Sixty-six percent of the match must come from the Santa
Monica/Malibu Unified School District and 34% from the City of
Santa Monica Cultural Affairs Division. The Cultural Affairs
Division's match requirement is $10,200 which will be an in-kind
match from the proposed FY 1997-98 budget as follows.

The Santa Monica-Malibu Unified School District plans to make its
portion of the match primarily in salaries and through existing
teacher training and artist-in-residence programs. The School
District has approved the involvement of their staff and
resources and will be solely responsible for its portion of the
grant.
RECOMMENDATION
Staff recommends that the City Council adopt the attached
resolution which approves the filing of the application and
authorizes the City Manager to execute all necessary grant
documents.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING CITY MANAGER TO APPLY FOR GRANT
FUNDS FROM THE CALIFORNIA ARTS COUNCIL LOCAL ARTS
EDUCATION PARTNERSHIP PROGRAM
WHEREAS, the people of the State of California have enacted
Senate Bill 1571 which created the California Arts License Plate
in order to stimulate funding for arts programs throughout the
state; and
WHEREAS, the California Arts Council has initiated the Local
Arts Education Partnership Program to make partial use of these
funds; and
WHEREAS, the City of Santa Monica Cultural Affairs Division
and the Santa Monica/Malibu Unified School District have
collaborated to develop a process in which a plan can be
determined to address the needs of the children in Santa Monica;
and
WHEREAS, the California Arts Council's procedures require
the City as applicant to certify, by resolution, the approval of
the application and support for the development of the Santa
Monica Arts Education Plan before submission of said application
to the Arts Council; and
WHEREAS, the Santa Monica City Council believes that a well
rounded education in the arts is an essential element in the
education of the City's youth;
NOW THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The filing of an application with the California
Arts Council for funds under the Local Arts Education Partnership
Program is hereby approved.
SECTION 2. The City Council certifies that said City as
applicant understands the assurances and certification in the
application form.
SECTION 3. The City Manager is hereby appointed as agent of
the City of Santa Monica to conduct all negotiations, and to
execute and submit all documents including, but not limited to,
applications, agreements, amendments, payment requests and so
forth, which may be necessary for the completion of the
aforementioned Project.
SECTION 5. The City Clerk shall certify to the adoption of
the Resolution and thenceforth and thereafter it shall be in full
force and effect.
