TO: Mayor and City Council

FROM: City Staff

SUBJECT: Recommendation to Award Bid to Provide Remanufactured
          Allison Transmissions, Bid #2649

Introduction
This report concerns an award of bid to provide remanufactured
Allison transmissions for the Transportation Department, at
specified unit prices, plus applicable sales tax, with two one-year renewal options.

Background
In response to published Notices Inviting Bids (published June 16
and 17, 1997) to provide remanufactured Allison transmissions in
accordance with City specifications, bids were received and
publicly opened and read on June 30, 1997. Proposal forms were
mailed to three vendors and notices were advertised in accordance
with City Charter and Municipal Code provisions. Three proposals
were received as follows:

                                        PRICE PER TRANSMISSION
VENDOR (V730) (V731)
S & J Chevrolet, Inc. $4,095.00 $4,495.00
Valley Detroit Diesel Allison $6,861.00 $8,016.00
Universal Coach Parts, Inc. $5,760.00 $10,450.00

These transmissions are used in the City's buses. As
transmissions become unrepairable, they are replaced.

Staff has evaluated the low bid and finds that it meets City
specifications.

Budget/Financial Impact
Fiscal Year 1997-98 appropriation authority for this purchase is
in the Capital Improvement Budget Program, account number 41-750-657-20096-8900-99106, "Bus Component Replacement Program". The
estimated annual expenditure is $75,000.00.

Recommendation
It is recommended that the award of Bid #2649 be made to S & J
Chevrolet, Inc. at specified unit prices with two one-year
renewal options, plus applicable tax, as the lowest responsible
bidder.
