          SUBJECT:  Recommendation to Award Bid to Furnish and Deliver Two
          (2) 15,000 LB. GVWR Cab & Chassis with Dump Body, Bid
          #2659

Introduction
This report concerns an award of bid to furnish and deliver two
(2) 15,000 lb. GVWR cab and chassis with dump body for the Street
Maintenance Division, Environmental and Public Works Management
Department, in the total amount of $81,536.00, including
applicable sales tax.

Background
In response to published Notices Inviting Bids (published July 14
and June 15, 1997) to furnish and deliver two (2) 15,000 lb. GVWR
cab and chassis with dump body in accordance with City
specifications, bids were received and publicly opened and read
on August 11, 1997.  Proposal forms were mailed to eight vendors
and notices were advertised in accordance with City Charter and
Municipal Code provisions.  Four proposals were received as
follows:

These vehicles will replace two 1981 trucks with dump bodies as
part of the vehicle management program.  They will be used by the
Street Maintenance Division to transport materials and debris
from job sites.   The vehicles are not manufactured with an
alternative fuel powered engine.  The purchase of these gasoline-
powered vehicles is consistent with the City's reduced emissions
fuel policy.  There is no California Air Resources Board (CARB)
approved conversion kit available for these vehicles at this
time.  Staff has evaluated the low bid and finds that it meets
City specifications. 
 
Budget/Financial Impact
Fiscal Year 1997-98 appropriation authority for this purchase is
in the Capital Improvement Budget, account number 54-710-461-
20097-8900-99167, "Fleet Vehicle Replacement Program."

Recommendation
It is recommended that the award of Bid #2659 be made to Bob
Beaty Ford in the total amount of $81,536.00, including
applicable tax, as the lowest responsible bidder.
