          SUBJECT:  Recommendation to Authorize the City Manager to Execute
          a General Services Agreement Between the City of Santa
          Monica and the County of Los Angeles    

Introduction
This report requests authorization for the City Manager to renew
the General Services Agreement with the County of Los Angeles for
the five year period July 1, 1997 through June 30, 2002.

Background
The City from time to time requires services from County
agencies.  These services, which may include street maintenance,
animal control, tract map checking, health services and
engineering among others, are provided under an umbrella
agreement  between the County and the City.  Such agreements were
executed in 1986 and again in 1991 and allow the City to engage
County services quickly when needed.  This General Services
Agreement does not cover services such as Lifeguard services, for
which the City and County have negotiated separate agreements.  


Discussion
As a practical matter, the City has not made extensive use of
County services.   The City made no payments for services under
the contract in Fiscal Year 1995-96.  The costs of individual
services are determined annually by the County Auditor-Controller
and past costs have been reasonable.

Budget Financial Impact
Departments which use County services are budgeted for the
necessary expenditures and the execution of this agreement has no
additional budget/financial impact.

Recommendation
It is recommended that Council authorize the City Manager to
execute the General Services Agreement with the County of Los
Angeles for the period July 1, 1997 through June 30, 2002.
