          SUBJECT:  Certification of Statement of Official Action for
          Appeal of the Planning Commission Approval of
          Conditional Use Permit 97-008 at 1828 Ocean Avenue.

INTRODUCTION
This report transmits for City Council certification the
Statement of Official Action for Appeal 97-013 of Planning
Commission approval of Conditional Use Permit 97-008 to extend
for eighteen (18) months the rights granted by CUP 94-012 to
allow the development of a 127 car parking lot in the RVC
Residential Visitor Commercial zoning district. The subject
property is located at 1828 Ocean Avenue.   

On October 15, 1997, the Council denied the appeal and upheld the
Planning Commission approval based on the findings and conditions
contained in the attached Statement of Official Action.

BUDGET/FINANCIAL IMPACT
The recommendation presented in this report does not have any
budget or financial impact.


RECOMMENDATION
It is respectfully recommended that the City Council approve the
attached Statement of Official Action.
