Mayor Holbrook convened the meeting at 6:17 p.m., and led the assemblage in the pledge of allegiance.

On order of the Mayor, the City Council recessed at 9:06 p.m., and reconvened at 9:26 p.m., with all members present, to continue with the following staff presentation:
