SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Purchase Order with Municipal Maintenance Equipment, Inc. for two CNG Powered Parking Enforcement Vehicles (GO-4)



Introduction

This report recommends authorization of the City Manager to negotiate and execute a purchase order with Municipal Maintenance Equipment, Inc. for two CNG powered parking enforcement vehicles in the total amount of $53,861.58, including applicable sales tax.



Background

The two parking enforcement vehicles will be used by the Solid Waste Division, Environmental and Public Works Management Department for general maintenance and cleanup on Third Street Promenade and parking structure restrooms. They are dedicated Compressed Natural Gas (CNG) powered and will replace two 1987 gasoline powered vehicles (#14523 and #14524). These new vehicles can be legally driven on the street which allows them to refuel at the City Yards CNG facility and their small size permits greater maneuverability in tight areas on Third Street Promenade. Municipal Maintenance Equipment, Inc is the sole distributor of these vehicles in Southern California .



Ordinance Number 1743 (CCS), Section 5, paragraph 2.24.080 (1) of the Santa Monica Municipal Code allows exception to competitive bidding when services are purchased from a sole provider. Staff has evaluated the quotation submitted by Municipal Maintenance Equipment, Inc. and finds that it meets City specifications.

Budget/Financial Impact

Fiscal Year 1997-98 appropriation authority for this purchase is in the Capital Improvement Budget, account number 54-710-461-20098-8900-99167, "Fleet Vehicle Replacement Program."



Recommendation

It is recommended that the award of a purchase order by made to Municipal Maintenance Equipment, Inc. in the total amount of $53,861.58, including applicable sales tax.
