SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Professional Services Contract for the Design of Repairs for the Parks Facilities Maintenance Program, Years 2 and 3



Introduction

This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services contract for the design of repairs for the Facilities Maintenance Program for City Parks, Years 2 and 3, with Pamela Burton and Company in an amount not to exceed $150,000.



Background

On June 23, 1998, the City Council authorized the City Manager to negotiate and execute a professional services agreement in an amount not to exceed $150,000 with Zeballos+Smulevich Architects for the design of repairs for the Facilities Maintenance Program for City Parks, Years 2 and 3. Due to changes in the business entity, Zeballos+Smulevich Architects will be unable to perform the required work.



The Facilities Maintenance Program includes code upgrades and deferred maintenance in City buildings and parks. The scope of work at City Parks includes repairs at Ashland Park, Barnard Way Park, Clover Park, Crescent Bay Park, Goose Egg Park, Hotchkiss Park, Joslyn Park, Lincoln Park, Los Amigos Park, Marine Park, Memorial Park, Ocean View Park, Ozone Park, the Senior Recreation Center at Palisades Park, Stewart Street Park, and Virginia Avenue Park. Work at these locations will include patching and painting; masonry, concrete and asphalt repair; irrigation system repair or replacement; fencing, and playground equipment repair and replacement. The cost of the improvements is estimated to be $1,460,000.

Discussion

Zeballos+Smulevich Architects has elected to suspend operations. City staff are recommending Pamela Burton and Company as the consultant for this project. Pamela Burton and Company was the landscape architect sub-consultant in the Zeballos+Smulevich proposal for the Parks Facilities Maintenance Program, Years 2 and 3. The landscape work constitutes 65% of this project.



Pamela Burton and Company has taken the lead position in numerous other projects of comparable scope including Broadway Spring Center / Biddy Mason Park in Los Angeles, and the Campus Master Plan for California State University, Northridge. They also served as the landscape architect sub-consultant to Zeballos+Smulevich Architects for the first phase of the improvements at the parks. Sergio Zeballos of Zeballos+Smulevich Architects will serve on Pamela Burton and Company's staff as project architect.

Contract $130,000

Contingency $ 20,000

TOTAL $150,000

Funds for various repairs to City Parks, Years 2 and 3, in the amount of $150,000 are available in CIP account #01-740-481-20098-8900-99421.
