Subject: Resolution Establishing Preferential Parking Zones QQ and RR

Introduction

This report recommends the City Council approve a resolution establishing preferential parking zones QQ and RR on Harvard Street between Wilshire Boulevard and Washington Avenue, and Pacific Street between Euclid Street and Eleventh Street.

Discussion

Preferential Parking Zone QQ

The resolution establishes Preferential Parking Zone QQ on Harvard Street between Wilshire Boulevard and Washingtion Avenue. Parking restrictions for Zone QQ will be "Two Hour Parking, 9:00 a.m. to 6:00 p.m., Monday through Friday, except by permit." The proposed restrictions are consistent with the written request of the residents.

Harvard Street between Wilshire Boulevard and Washington Avenue is primarily single-family residences. This area is impacted by long term non-resident parkers from the commercial development along Wilshire Boulevard. The parking analysis indicated that Harvard Street had peak parking occupancies between 77% and 80% between 8:00 am and 4:00 pm.

All provisions applicable to preferential parking zones would apply.

Preferential Parking Zone RR

The resolution also establishes Preferential Parking Zone RR on Pacific Street between Euclid Street and Eleventh Street. Parking restrictions for Zone RR will be "No Parking, 8:00 a.m. to 8:00 p.m., Monday through Thursday, and 8:00 a.m. to 5:00 p.m., Friday, except by permit." This proposed zone is adjacent to the college preferential parking zone and is proposed to have the same parking restrictions.

The proposed zone is a single-family residential area. The area is impacted by non-resident parkers attending Santa Monica College. The parking analysis was conducted when Santa Monica College was in full session. The study indicated that Pacific Street had peak parking occupancies between 55% and 67% between the hours of 10:00 am and 4:00 pm. It was observed by staff during the parking study that the majority of these midday parkers were college students. These results indicate that the establishment of preferential parking would help address the non-resident parking intrusion in this neighborhood.

Staff has determined that the proposed area should have hours of enforcement consistent with the adjacent college Preferential Parking Zone L. The proposed restrictions are consistent with the request of the residents. All other provisions applicable to preferential parking zones would apply.

Initial studies were prepared for both proposed parking zones in accordance with the provisions of the California Environmental Quality Act. Based upon the initial studies, negative declarations have been prepared. All documents are attached to this Staff Report. Notice of preparation of the negative declarations was given in the manner required by law.

Budget/Fiscal Impact

It is estimated that approximately 200 permits will be purchased by area residents in the proposed zones. This will generate approximately $3,000 annually in additional revenue in FY 98/99. Budget revenue account 01-210-415-00000-0029-10000 should be revised to reflect an increase of $3,000. Installation of signs will be done by City crews. The department's current budget should be sufficient to finance necessary expenditures involved with posting these zones.

Recommendation

It is recommended that the City Council:

1. Approve the negative declarations for each proposed zone.

2. Approve the attached resolution establishing Preferential Parking Zones QQ and RR.

3. Direct Finance Department staff to make the budget adjustments outlined in this report.

A RESOLUTION OF THE CITY COUNCIL OF THE

CITY OF SANTA MONICA ESTABLISHING PREFERENTIAL

PARKING ZONES QQ AND RR

WHEREAS, the Parking and Traffic Engineer has received petitions requesting establishment of preferential parking zones on Harvard Street between Wilshire Boulvard and Washington Avenue, and Pacific Street between Euclid Street and Eleventh Street; and

WHEREAS, the petitions have been verified to be signed by residents living in two-thirds of the dwelling units comprising not less than fifty percent (50%) of the developed frontage of the proposed preferential parking zones; and

WHEREAS, the Parking and Traffic Engineer has undertaken such studies and surveys deemed necessary to determine whether preferential parking zones should be designated in the above areas; and

WHEREAS, the Planning Division has prepared the required initial studies and negative declarations; and

WHEREAS, the City Council is satisfied that the proposed areas meet the designation criteria set forth in Municipal Code Section 3.08.040,

 

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:

Section 1. Preferential Parking Zone QQ is hereby established. The regulations applicable to Preferential Parking Zone QQ are as follows:

(a) The following named and described area within the City shall constitute Preferential Parking Zone QQ: Harvard Street between Wilshire Boulevard and Washington Avenue.

(b) No vehicle shall be parked or stopped for more than two hours adjacent to any curb in Preferential Parking Zone QQ between the hours of 9:00 a.m. and 6:00 p.m., Monday through Friday, without a permit issued and displayed in accordance with the Municipal Code.

(c) Any vehicle parked or stopped without a permit when required by this Section may be removed from the street by any police officer.

(d) The annual fee for each permit issued for Preferential Parking Zone QQ shall be $15.00 per permit, or such other fee as may be established from time to time by resolution of the City Council.

(a) The following named and described area within the City shall constitute Preferential Parking Zone RR: Pacific Street between Euclid Street and Eleventh Street.

(b) No vehicle shall be parked or stopped adjacent to any curb in Preferential Parking Zone RR between the hours of 8:00 a.m. and 8:00 p.m. on Monday through Thursday, and between 8:00 a.m. and 5:00 p.m. on Friday, without a permit issued and displayed in accordance with this Chapter.

(c) Any vehicle parked or stopped without a permit when required by this Section may be removed from the street by any police officer.

(d) The annual fee for each permit issued for Preferential Parking Zone RR shall be $15.00 per permit, or such other fee as may be established from time to time by resolution of the City Council.

 

Section 3.The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
