SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Contract with Hazpak, Inc., to Provide Hazardous Waste Transportation, Management and Recycling/Disposal Services

INTRODUCTION

This report recommends that the City Council authorize the City Manager to negotiate and execute a contract with Hazpak, Inc., to provide hazardous waste transportation, management and recycling/disposal services through June 30, 2001, with a renewal option through June 30, 2002. The contract amount will not exceed $65,000 for the remainder of FY98/99, and $200,000 for each subsequent fiscal year.

BACKGROUND

The City of Santa Monica generates hazardous waste on a continuous basis from emergency response, in-house activities, and the Household and Small Business Hazardous Waste Collection Facility. Hazardous waste generation, storage, transportation and disposal/recycling activities are regulated by state and Federal law. Hazardous waste must be transported by and recycled or disposed of at state or federally certified and permitted firms and facilities.



DISCUSSION

In mid December 1998, Environmental Programs Division staff sent out a Request for Proposals to seven hazardous waste management companies. Staff reviewed proposals from four qualified companies that provide hazardous waste management and transportation/disposal services. Among the four proposals, Hazpak, Inc., submitted the lowest cost and most responsive proposal for a comparable scope of services. Hazpak, Inc., has performed satisfactorily in prior service to the City and received positive evaluations from local references checked as part of the selection process. In addition to providing waste management and transportation services, Hazpak, Inc., will assist the City in finding the most cost effective and environmentally sound waste management alternatives. In recognition of the City's ongoing requirement for this service, staff requests that the contract allow renewal of the contract through June 30, 2001 at the City's discretion.

BUDGET / FISCAL IMPACT

Funds in the amount of $65,000 for the proposed contract are available in account 31-500-662-00000-5513-00000 for the remainder of FY98/99. Funding to implement the contracted activities in FY99/00 and FY00/01, estimated to remain constant at $200,000 per fiscal year, will be contingent upon City Council's approval of the annual operating budget for the Environmental Programs Division.

RECOMMENDATION

Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with Hazpak, Inc., for hazardous waste transportation, management and recycling/disposal services through June 30, 2001 with a renewal option through June 30, 2002. The contract amount will not exceed $65,000 for the remainder of FY98/99, and $200,000 for each subsequent fiscal year.
