SUBJECT: Recommendation to Award Bid to Furnish and Deliver One Emission Test Analyzer, Bid #2740

Introduction

This report recommends award of bid to furnish and deliver one emission test analyzer for the Fleet Management Division, Environmental and Public Works Management Department, in the amount of $42,639.84, including applicable sales tax.

Background

In response to published Notices Inviting Bids (published November 24 and 25, 1998) in accordance with City specifications, bids were received and publicly opened and read on December 15, 1998. Proposal forms were mailed to eight vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Four proposals were received as follows:

2) Advantage Emissions Systems $41,346.09
3) SPX Corporation $42,639.84
4) Snap On Tools $48,257.52

The bids submitted by Worldwide Environmental Products and Advantage Emissions Systems are non-responsive because the product they are bidding does not meet City specifications. City specifications required a 250-horsepower dynometer and an integrated analyzer. They provide a 150-horsepower dynometer and the analyzer is not integrated.

Staff has evaluated the bid submitted by SPX Corporation and finds that it meets City specifications.

Budget/Financial Impact

Fiscal Year 1998-99 appropriation authority for this purchase is in the Capital Improvement Budget, account number 54-710-461-20099-8900-99605, "Bar Emissions Inspection System".

Recommendation

It is recommended that Council reject the bids submitted by Worldwide Environmental Products and Advantage Emissions Systems and that award of Bid #2740 be made to SPX Corporation in the total amount of $42,639.84, including applicable sales tax, as the most responsible bidder.
