Introduction
This report recommends the City Council approve a resolution establishing Preferential Parking Zone SS on 23rd and 24th Streets between Wilshire Boulevard and California Avenue.
Discussion
The resolution establishes Preferential Parking Zone SS on 23rd and 24th Streets between Wilshire Boulevard and California Avenue. Parking restrictions for Zone SS will be "Two Hour Parking, 9:00 a.m. to 9:00 p.m., daily, except by permit." The proposed restrictions are consistent with neighboring streets north of Wilshire Boulevard.
23rd and 24th Streets between Wilshire Boulevard and California Avenue are primarily multi-family residences. This area is impacted by long term non-resident parkers from the commercial development along Wilshire Boulevard, both during the day and into the evening. The parking analysis indicated that 23rd Street had peak parking occupancies between 63% and 93% between 8:00 am and 4:00 pm, and 24th Street had peak parking occupancies between 54% and 103% (indicating illegally parked vehicles) during these hours.
All provisions applicable to preferential parking zones would apply.An initial study was prepared for the proposed parking zone in accordance with the provisions of the California Environmental Quality Act. Based upon the initial study, a negative declaration has been prepared. All documents are attached to this Staff Report. Notice of preparation of the negative declaration was given in the manner required by law.
Budget/Fiscal Impact
It is estimated that approximately 260 permits will be purchased by area residents in the proposed zones. This will generate approximately $3,900 annually in additional revenue in FY 99/00 at account 01-210-415-00000-0029-10000. Installation of signs will be done by City crews.
Recommendation
It is recommended that the City Council:
1. Approve the negative declaration for the proposed zone.
2. Approve the attached resolution establishing Preferential Parking Zone SS.
3. Direct Finance Department staff to make the budget adjustments outlined in this report.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ESTABLISHING
PREFERENTIAL PARKING ZONE SS
WHEREAS, the Parking and Traffic Engineer has received petitions requesting establishment of a preferential parking zone on 23rd and 24th Streets between Wilshire Boulevard and California Avenue; and
WHEREAS, the petitions have been verified to be signed by residents living in two-thirds of the dwelling units comprising not less than fifty percent (50%) of the developed frontage of the proposed preferential parking zone; and
WHEREAS, the Parking and Traffic Engineer has undertaken such studies and surveys deemed necessary to determine whether a preferential parking zone should be designated in the above area; and
WHEREAS, the Planning Division has prepared the required Initial Study and Negative Declaration; and
WHEREAS, the City Council hereby finds that the proposed area meets the designation criteria set forth in Municipal Code Section 3.08.040,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
Section 1. Preferential Parking Zone SS is hereby established. The regulations applicable to Preferential Parking Zone SS are as follows:
(a) The following named and described streets within the City shall constitute Preferential Parking Zone SS: 23rd and 24th Streets between Wilshire Boulevard and California Avenue.
(b) No vehicle shall be parked or stopped adjacent to any curb in Preferential Parking Zone SS for more than two hours between the hours of 9:00 a.m. and 9:00 p.m., daily, without a permit issued and displayed in accordance with the Municipal Code.
(c) Any vehicle parked or stopped without a permit when required by this Section may be removed from the street by any police officer.
(d) The annual fee for each permit issued for Preferential Parking Zone SS shall be $15.00 per permit, or such other fee as may be established from time to time by resolution of the City Council.
Section 2. Exhibit A "Preferential Parking Zones" is hereby amended to include Preferential Parking Zone SS.
Section 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.

(b) No vehicle shall be parked or stopped adjacent to any curb in Preferential Parking Zone QQ for more than two hours between the hours of 9:00 a.m. and 6:00 p.m. Monday through Friday.

Zone RR
(a) The following named and described street within the City shall constitute Preferential Parking Zone RR:
Pacific Street between Euclid Street and Eleventh Street
(b) No vehicle shall be parked or stopped adjacent to any curb in Preferential Parking Zone RR between the hours of 8:00 a.m. and 8:00 p.m. on Monday through Thursday, and 8:00 a.m. and 5:00 p.m. on Friday.

(a) The following named and described street within the City shall constitute Preferential Parking Zone SS:
23rd and 24th Streets between Wilshire Boulevard and California Avenue
(b) No vehicle shall be parked or stopped adjacent to any curb in Preferential Parking Zone SS for more than two hours between the hours of 9:00 a.m. and 9:00 p.m. daily.
