SUBJECT: Recommendation to Award Bid to Furnish and Deliver One Gasoline Powered 4X4 Mini-Truck with Extended Cab, Bid #2744
Introduction
This report recommends award of bid to furnish and deliver one gasoline-powered 4x4 mini truck with extended cab for the Animal Regulation Unit, Police Department, in the total amount of $22,416.70, including applicable sales tax.
Background
The 4x4 mini truck will replace a 1989 Ford Ranger which is no longer cost-effective to repair. It will be used for animal control services such as picking up stray animals and transporting them to the animal shelter.
In response to published Notices Inviting Bids (published January 5 and 6, 1999) in accordance with City specifications, bids were received and publicly opened and read on January 26, 1999. Proposal forms were mailed to 73 vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Nine proposals were received as follows:

Although there are CNG powered pickup trucks available, they do not meet City specifications for a mini truck. Don Kott Ford submitted a bid ($28,288.05) for a CNG powered full size truck rather than a mini truck. The purchase of a gasoline-powered vehicle, because a CNG vehicle of the size needed is not available, is consistent with the City's reduced emissions fuel policy.
Staff has evaluated the bids submitted for a gasoline-powered 4X4 mini truck and finds that they meet City specifications. However, Ford Motor Company does business in Burma, and it is contrary to Council policy to do business with companies doing business in Burma, per Resolution No. 8966 (CCS). Staff, therefore, recommends rejection of the Ford vehicle bids (vendors 1-5). Since the General Motors Company does not do business in Burma, awarding the bid to Albertson Olds/Chevrolet is consistent with City policy.
Budget/Financial Impact
Fiscal Year 1998-99 appropriation authority for this purchase is in the Capital Improvement Budget, account number 54-710-461-20099-8900-99167, "Fleet Vehicle Replacement Program".
Recommendation
It is recommended that Council reject the bids submitted by Advantage Ford, Bob Beaty Ford, Robert Loud Ford, Midway Ford and Don Kott Ford and award Bid #2744 to Albertson Olds/Chevrolet in the total amount of $22,416.20, including applicable sales tax, as the most responsible bidder.
