SUBJECT: Recommendation to Reject all Bids to Furnish and Deliver Bus Schedules, Bid #2749

 

Introduction

This report recommends rejection of all bids to furnish and deliver bus schedules for the Transportation Department.

Background

In response to published Notices Inviting Bids (published February 15 and 16, 1999) in accordance with City specifications, bids were received and publicly opened and read on March 16, 1999. Proposal forms were mailed to sixteen vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Eight proposals were received.

City specifications required bidders to comply with bid specifications, which included, but were not limited to, paper stock, on-site storage, printing equipment, and use of recycled paper. Staff has evaluated the bids and finds that only one of the eight bidders can meet all City specifications. The bids submitted by all other bidders are non-responsive due to exceptions to City specifications which were unacceptable. Additionally, the bid that meets City specifications exceeds the estimated annual budget.

This recommendation does not have a budget or financial impact.

Recommendation

It is recommended that Council reject all bids for Bid #2749 and direct staff to revise specifications and rebid the requirement.
