SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Construction Management and Inspection Contract with Black and Veatch, Inc. and Negotiate and Execute an Amendment to the Engineering Services Contract with Montgomery Watson Americas, Inc., for Construction of Portions of the Coastal Interceptor SewerIntroduction
This report recommends that the City Council authorize the City Manager to negotiate and execute a contract with Black and Veatch, Inc. for construction management and inspection services in an amount not to exceed $1,461,000 and negotiate and execute an amendment to the professional services agreement with Montgomery Watson Americas, Inc., in an amount not to exceed $333,000 for engineering services during the construction of portions of the Coastal Interceptor Sewer project.
Background
The Coastal Interceptor Sewer (CIS) collects sewage from the City of Los Angeles, north of the City limits and, with additional flows from the City of Santa Monica, carries it to the City of Los Angeles
= Hyperion Plant for treatment. Many sections of the CIS were damaged by the 1994 Northridge earthquake and plans are underway to repair the damage. The cities of Santa Monica and Los Angeles are jointly working on this rehabilitation effort, with Santa Monica serving as the lead agency for that portion of the CIS within the City of Santa Monica. The entire CIS Project includes the Pacific Coast Highway sewer replacement, the Ocean to Pico to Main sewer rehabilitation, the Ocean to Neilson Way relief sewer, and the Moss Avenue Pumping Station. Also included is the replacement of two flow-monitoring stations which monitor the flow in and out of the City at the northern and southern City limits. Construction has been completed for the replacement Moss Avenue Pumping Station=s structural shell and construction for the Appian Way portion of the CIS is currently underway.This report recommends that the City Manager negotiate and execute a construction management and inspection contract and an amendment to the engineering services contract for the Pacific Coast Highway Sewer Replacement, Moss Avenue Pumping Station Phase 2 and flow monitoring station LA-1 projects. Staff will present to City Council the remaining projects, as the construction schedule of the remaining portions of the CIS progresses.
Construction Management
Construction management of the CIS will involve extensive coordination between numerous and complex construction projects occurring simultaneously on highly visible sites. Requests for proposals were sent to eight construction management firms inviting them to submit proposals for construction management and inspection services during the Pacific Coast Highway sewer replacement, Moss Avenue Pumping Station Phase 2, and flow monitoring and sampling station constructions. The City received two proposals. The recommended firm, Black & Veatch, has successfully managed the construction of the Moss Avenue Pumping Station
=s structural shell, is currently managing the BIG, Dry Weather Runoff Reclamation Facility and Appian Way projects for the City and has provided excellent service to the City and its residents. Their familiarity with the City, participation in the CIS community outreach program and direct involvement with the surrounding beach area construction projects, offer the City an integrated approach to construction management.Engineering Services
The CIS project was designed by Montgomery Watson Americas, Inc. Their current contract provides for services up to the receipt of construction bids by the City. Their services as Engineer of Record are required during construction for the review of requests for design information, design services for unforseen field conditions, shop drawing and submittal reviews and the preparation of as-built drawings for each construction contract.

Under the agreement with the City of Santa Monica, the City of Los Angeles is responsible for approximately 97% of all capital improvement costs.
Recommendation
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with Black and Veatch, Inc., in an amount not to exceed $1,461,000 for the construction management and inspection of portions of the Coastal Interceptor Sewer project.
2. Authorize the City Manager to negotiate and execute an amendment to Contract 7216 (CCS) with Montgomery Watson, Inc., in an amount not to exceed $333,000 for engineering services during construction of portions of the Coastal Interceptor Sewer Project.
3. Authorize the City Engineer to issue any necessary change orders to complete additional work within the budget authority; and
4. Authorize the budgetary items detailed in the Budget/Financial Impact Section of this report.
