SUBJECT: Recommendation to Designate the City=s Authorized Representatives for Dealing with the California Office of Emergency Services and the Federal Emergency Management Agency on Matters Relating to the Hazard Mitigation Grant Program
Introduction
This staff report requests that the City Council adopt the attached resolution to designate the City
=s authorized representatives for dealing with the California Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA) on matters relating to the Hazard Mitigation Grant Program (HMGP).Discussion
Following the 1994 Northridge Earthquake, the City of Santa Monica requested State and Federal reimbursement for expenses related to seismic upgrading of a number of municipal facilities, including Parking Structures 1, 3 and 6, Santa Monica Civic Auditorium, Main Library, City Hall, the Police Building, the Ken Edwards Center and non-structural hazard mitigation at various City buildings. The City has since received approval for partial seismic upgrade funding under FEMA
=s Hazard Mitigation Grant Program (HMGP).In order to receive this grant funding, FEMA and OES require the City Council to adopt a separate resolution designating representatives for purposes of signing official documents relating to the HMGP. The attached resolution designates John Jalili, City Manager; Susan McCarthy, Assistant City Manager; and Katie Lichtig, Assistant to the City Manager for Management Services as official representatives for the City on matters relating to HMGP.
Recommendations
Staff recommends that the City Council adopt the attached resolution to designate the City
=s authorized representatives for dealing with the California Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA) on matters relating to the Hazard Mitigation Grant Program (HMGP).
