SUBJECT: Approval of Amendment to the 1997-98 Street Resurfacing Project Contract for Beach Parking Lot Repaving in the Amount of $91,140
Introduction
This report recommends that the City Council approve an amendment to the 1997-98 Street Resurfacing Project Contract No. 7469 (CCS) with Sylvia Construction, Inc. for repaving the beach parking lot located at 2030 Barnard Way in the amount of $91,140.
Background
On March 23, 1999, the City Council awarded a contract in the amount of $2,445,717 to Sylvia Construction, Inc. to construct the 1997-98 Street Resurfacing Project. A Notice Inviting Bids for that project was published in the Los Angeles Times on August 27 and 28, 1998,and a Notice Inviting Bids, plans, and specifications were also submitted to seven construction journals/plan rooms, and sent to six women/minority business enterprise (WMBE) associations. Four sealed bids were publicly opened and read aloud on September 22, 1998, by the Deputy City Clerk, with Sylvia Construction as the low bidder.
The 1998-99 Capital Improvement Program included a Beach Parking Lot Improvement Project which included funds for repaving the 2030 Barnard Way beach parking lot.
Discussion
This large parking lot has not been repaved in many years and the pavement has deteriorated. During the 1998-99 budget process, many parking lot users advocated for repaving the lot. Although there was not sufficient time to include the beach parking lot plans in the 1997-98 Street Resurfacing Project bid package, the bid package did indicate unit costs for street resurfacing, pavement repairs, and slurry sealing. The $91,140 cost to repair and slurry seal the 2030 lot is based on the contract bid unit prices. Amending the construction contract will allow the beach lot repaving to be completed for the summer season.
