SUBJECT: Recommendation to Award a Contract for $93,862.00 with a contingency of $18,736 to EIP Consultants, Inc. for Preparation of an Environmental Impact Report on the Santa Monica College Parking Structure B Replacement.

 

Introduction

This staff report recommends that EIP Associates, Inc. be awarded a contract in the amount not to exceed $93,862, with a separate 20% contingency of $18,736 to prepare an Environmental Impact Report for the proposed Santa Monica College Parking Structure B Replacement project.

Background

The project is an amendment to an existing Development Agreement. The proposed development of this parking structure replaces the 385 space Parking Structure B, which was demolished due to damage from the 1994 Northridge earthquake. The new Santa Monica Municipal Pool will be constructed at the former site of Parking Structure B (on the 16th Street edge of the college campus). The replacement for Parking Structure B is proposed for the current pool site. The structure will provide a new entry to the existing parking Structure C, resulting in the reconfiguration of parking related traffic circulation on the College campus. The proposed four level facility is approximately 60,320 square feet.

Discussion

The Planning and Community Development Department has determined that an EIR is required to evaluate the proposed project. The project is governed by a Development Agreement between the City and Santa Monica College. This EIR will be brought to the City Council for final certification and approval in conjunction with a second amendment to the Development Agreement. The EIR will evaluate a number of environmental issues regarding the proposed project including: earth, air quality, noise, light/glare/shadows, land use, traffic/circulation, construction effects, aesthetics, neighborhood effects, and mandatory findings of significance.

Once an EIR is prepared, there will be a 45-day public comment period during which interested persons can review and comment on the environmental analysis. Following the comment period public, and appropriate public notice, hearings will be held by the Planning Commission and the City Council.

A Request for Proposal (RFP) was issued to six different firms. EIP Associates was the only firm to respond. Staff determined that their proposal is priced competitively with other similar studies currently underway. The traffic sub-consultant, Kaku Associates, is the sub-consultant who analyzed traffic impacts for both the Santa Monica College Masterplan and the Municipal Pool Replacement Project. These are both projects on the college campus, with traffic analysis relevant to the proposed project.

Budget/Financial Impact

Santa Monica College will reimburse the City for the cost of the EIR on a progress payment schedule. The payments will be deposited into account number 80-000-000-00000-9750-04362. Monthly payments to the consultant will be paid from the same account.

Recommendation

It is recommended that the City Council authorize the City Manager to enter into a contract with EIP Associates, at a cost not to exceed $93,862.00, with a 20% contingency of $18,736, for preparation of an EIR for the proposed Santa Monica College Parking Structure B Replacement project.
