SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute Contract Modifications with C.T. & F., Inc., for Additional Work On the Downtown Circulation Modifications
Introduction
This report recommends that the City Council authorize the City Manager to negotiate and execute contract modifications with C.T. & F., for additional work not to exceed $25,600 on the Downtown Circulation Modifications.
Background
On July 22, 1997, the City Council awarded a contract to implement the following circulation changes in the downtown area.
Restripe 4th Street to eliminate one lane northbound and add daytime metered parking on the east side between Wilshire Boulevard and Broadway.
Restripe 5th Street to add one lane southbound and two-way left turn median, maintaining two lanes northbound and parking on both sides between Wilshire Boulevard and Colorado Avenue.
Restripe Broadway to carry two-way traffic between Ocean Avenue and Lincoln Boulevard.
Modify Santa Monica Place parking structures as necessary due to the introduction of two-way traffic on Broadway.
Eliminate left turn out of Santa Monica Place parking structure to eastbound Colorado Avenue.
Establish a controlled right-turn from northbound Ocean Avenue to eastbound Colorado Avenue.
Modify traffic signals and timing to facilitate new traffic flow.
All of the changes listed above were tentatively scheduled to be completed before Thanksgiving of 1997. However, Santa Monica Place expressed concerns about the impact to their facility of the proposed changes on Broadway and in the parking structure on the corner of 4th and Broadway. They requested the City delay the implementation of those particular changes. Representatives of Santa Monica Place and City staff met on numerous occasions in order to review and resolve the issues and concerns raised by SMP management. Construction plans were revised to address these issues. All the elements of the project have been implemented except for the work at the intersection of Ocean and Colorado relating to the scramble pedestrian operation.
Discussion
Due to the tight schedule for the design phase of this project some components of the plan were not included in the original design documents ( the work at Parking Structure #8 and modifications to the signal system at Ocean and Colorado regarding the scramble pedestrian operation ). Because of the extensive revisions to the Parking Structure #7, the above components not included in the bid documents and unforseen field conditions we have encumbered extra expenditures exceeding the amount planned for in the project contingencies fund. The extra work has been necessary in order to implement various elements of the Urban Design Plan associated with the Downtown circulation modifications. Regarding the work at the intersection of Ocean and Colorado we discovered, during construction phase, that in order to implement the scramble pedestrian operation we need to rewire the entire intersection, install two new ( custom-designed ) intersection lights and add more hardware to the signal system at this location. The total amount of expenditures up to the present is $24,083 ( already implemented and/or necessary to complete the project ). There is $25,600 left in the two project accounts.
Budget\Financial Impact
The current contract with C.T. & F., Inc.,is for $473,643 plus contingencies for a total of $568,373. This contract modification for $25,600 will bring the contract total to $593,973. Funds are available in account number 01-770-415-20098-8900-99457 and account number 01-770-415-20097-8900-99457.
Recommendation
Staff recommends that the City Council authorize the City Manager to negotiate and execute contract modifications with C. T. & F., Inc. for work not to exceed $25,600.
