SUBJECT: Recommendation to Reject all Bids to Furnish and Deliver Three Pick-Up Trucks with Bin Lifts, Bid #2752
Introduction
This report recommends rejection of all bids to furnish and deliver three pick-up trucks with bin lifts for the Solid Waste Management Division, Environmental and Public Works Management Department.
Background
In response to published Notices Inviting Bids (published February 25 and 26, 1999) in accordance with City specifications, bids were received and publicly opened and read on March 17, 1999. Proposal forms were mailed to seventy-four vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Four proposals were received.
City specifications required bidders to comply with bid specifications, which included a maximum length, width and height limitation and a wheel axle rating adequate enough to accommodate refuse bins when they are filled to capacity. The vehicles are to be used for trash removal in parking structures and apartment complexes which have confined space restrictions.
Staff has evaluated the bids and finds that none of the four bidders can meet City specifications. All bidders quoted on full size pick-up trucks that were significantly larger in size than the mid-size pick-up trucks specified. Staff will revise the specifications and rebid the requirement.

This recommendation does not have a budget or financial impact.
Recommendation
It is recommended that Council reject all bids for Bid #2752 and direct staff to revise specifications and rebid the requirement.
