SUBJECT: Award of Construction Contract for the Santa Monica Airport Joint Sealant Replacement and Parking Lot Improvements

 

 

Introduction

This report recommends that the City Council award a contract for the construction of Santa Monica Airport joint sealant replacement and parking lot improvements to Goss Construction Company, Inc., the lowest responsible bidder, in the amount of $182,135.

Background

A portion of the current Airport taxiway was originally part of the Douglas concrete runway. A joint sealer compound was used to seal the joints between concrete slabs to prevent water from seeping into the subsurface and undermining the pavement. The compound has deteriorated and needs to be replaced. In addition, drainage, lighting and striping improvements are needed in the public parking lot at 3013 Airport Avenue. Staff anticipates construction to take two months and will begin in mid July.

Discussion

The Notice Inviting Bids for construction of the project was published in the Argonaut on April 1 and April 8, 1999. A Notice Inviting Bids, along with the specifications, were also submitted to six construction journals and were sent to five women/minority business enterprise (WMBE) associations. Bid packages were requested by ten contractors. The City Clerk's Office received four sealed bids, which were publicly opened and read aloud on May 5, 1999, by the Deputy City Clerk. The bid results were as follows:

The lowest bidder, Goss Construction Company, supplied the City with the names of recent similar projects including resealing joints and spall repair for the Burbank-Glendale-Pasadena Airport Authority and at the Ontario International Airport for Kiewit Pacific. City staff contacted representatives of these projects. All responding representatives reported that the Contractor’s work was satisfactory. The State Contractors’ License Board verified that the Contractor’s license is current, active, and in good standing.

Recommendation

Staff recommends that the City Council:

  1. Award a contract to Goss Construction Company for the construction of the Santa Monica Airport sealant replacement and parking lot improvements, in the amount of $182,135; and

  2. Authorize the City Engineer to issue any necessary change orders within budget authority.
