SUBJECT: Request to Convene a Public Hearing and Approve the FY 1999-00 One-Year Action Plan as Required by the U.S. Department of Housing and Urban Development (HUD)
INTRODUCTION
This report requests that the City Council convene a public hearing and approve the FY 1999-00 One-Year Action Plan (Attachment I) as required by the U.S. Department of Housing and Urban Development (HUD) to receive and implement HOME and Community Development Block Grant (CDBG) entitlement funds.
BACKGROUND
The One-Year Action Plan is submitted annually to HUD. It delineates the City
=s specific projects and activities for one-year use of CDBG and HOME funds in order to meet the City=s overall housing and community development needs as specified in the Consolidated Plan (FY 1995-2000) adopted by City Council and submitted to HUD in May 1995.DISCUSSION

FISCAL/BUDGETARY IMPACT
HOME funds have been increased from $690,000 to $742,000 (a 8% increase) over the FY 1998-99 entitlement award and CDBG funds have been increased from $1,558,000 to $1,568,000 (a 1% increase). CDBG program income of $686,200 is estimated from the Multi-Family Earthquake Repair Loan (MERL) program, the sale of City-owned property located at 1833 - 18th Street, and the rental of the Pico/Cloverfield site. All HOME and CDBG funding recommendations and revenue projections are included as part of the City Proposed FY 1999-00 Budget.
RECOMMENDATION
City staff recommends that the City Council convene a public hearing for public comment and adopt the FY1999-00 One-Year Action Plan (Attachment I) as required by the U.S. Department of Housing and Urban Development (HUD).
