SUBJECT: Recommendation to Award Bid to Furnish, Deliver and Install Diesel Emergency Power Generators, Bid #2762
Introduction
This report recommends award of bid to furnish, deliver and install diesel emergency generators for the Economic Development Division, Resource Management Department, in the total amount of $40,621.21, including applicable sales tax.
Background
In response to published Notices Inviting Bids (published May 13 and 14, 1999) in accordance with City specifications, bids were received and publicly opened and read on June 1, 1999. Proposal forms were mailed to seven vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Three proposals were received as follows:

These generators will provide emergency back-up power on the Santa Monica Pier for the Police Pier Substation, Harbor Office, Public Restrooms, Pier Deck Parking Lot and Bike Path. They will replace existing rented emergency generators.
The bid submitted by Village Electric, Inc. is non-responsive because they failed to include in their bid the Make/Model, Year, Extended Warranty, Materials and One-Year Service Contract costs of the generators as required by City specifications. Staff has evaluated the bid submitted by Guardian Power Protection Services, Inc. and finds that it meets City specifications.

Budget authority for this purchase is in the Capital Improvement Budget account number 30-720-625-20099-8900-99933,

It is recommended that Council reject the bid submitted by Village Electric, Inc. and that the award of Bid #2762 be made to Guardian Power Protection Services, Inc. in the total amount of $40,621.21, including applicable sales tax, as the most responsible bidder.
